Job Title: Enterprise Program Manager Executive Location: Hybrid, Columbia, South Carolina (3 days remote, 2 days onsite) Duration: 12 months (extension possible) Residency Requirement: Candidate must be a current South Carolina resident (no relocation allowed) Interview Process: 2 rounds, virtual About the Role An experienced Enterprise Program Manager is needed to lead the implementation of a modern, integrated Enterprise Asset Management System (EAMS). This initiative will replace multiple legacy and end-of-life systems, modernize asset-related processes, and improve data sharing and analytics across critical operational areas. The Program Manager will oversee a multi-phased, enterprise-wide program, driving alignment between business objectives, technical capabilities, and implementation milestones. This role requires proven expertise in large-scale enterprise system modernization, stakeholder engagement, and integration across public sector or transportation environments. Key Responsibilities Program Leadership & Oversight Lead the end-to-end implementation of the EAMS program, including stakeholder engagement, vendor coordination, deployment, and post-implementation support. Oversee multiple workstreams spanning Pavement, Maintenance, Fleet, Traffic, ROW, GIS, and more. Ensure project deliverables meet requirements, timelines, and quality standards. Stakeholder Engagement Collaborate with business units, IT leads, engineers, system owners, and executive sponsors. Facilitate workshops, requirement sessions, and progress reviews. Strategic Planning & Integration Develop and manage program roadmaps, implementation schedules, and resource allocation. Ensure seamless integration with existing systems such as RIMS, BrM/BrR, GIS/LRS, SAP, P2S, and SharePoint. Process Modernization & Governance Refine and standardize asset management processes to align with EAMS capabilities. Promote automation, data-driven decision-making, and compliance with governance requirements. Risk & Change Management Identify and mitigate program risks. Drive change management efforts to ensure user adoption, training, and smooth operational transition. Vendor & Contract Management Oversee consultants and solution providers, ensuring contract compliance and timely delivery. Required Qualifications Bachelors degree in Information Systems, Engineering, Business/Public Administration, or related field ( Masters preferred). PMP, PgMP, or equivalent program management certification. 8+ years managing large-scale IT or enterprise system programs. Demonstrated success leading cross-functional teams in public sector, transportation, or infrastructure domains. 5+ years with asset management systems and business process transformation. 5+ years experience in legacy system modernization and integration (ERP, GIS, asset tracking). Strong knowledge of technologies such as SharePoint, ESRI GIS, SQL-based systems. Exceptional communication, documentation, and stakeholder engagement skills. Preferred Qualifications ITIL, Lean Six Sigma (Green/Black Belt), or similar process improvement certification. Familiarity with federal/state transportation systems, FHWA reporting, and compliance. Prior experience with DOT systems or agencies. Proven track record managing multi-system integration efforts involving transportation asset, LRS, and GIS platforms. Program Areas Supported The EAMS Program will integrate across multiple domains, including: Pavement Management Fleet, Facilities, and Maintenance Asset Trade-Off & Performance Analysis Stormwater, Sidewalks, Guardrails, Vegetation, Debris Management Traffic Signals & ITS GIS & Linear Referencing System (LRS) Permitting & Work Request Portals ***Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor. The contractor must have their own equipment.
