Scope of the Project
The primary objectives of this engagement are to:
Deliver project outcomes on time, within scope, and within budget.
Provide expert-level project management to guide planning, scheduling, execution, risk mitigation, and reporting.
Provide business analysis expertise to define and document requirements, assess impacts, and ensure solutions meet business needs.
Improve project transparency through accurate documentation, dashboards, and communication to leadership and stakeholders.
The Contractor will report to the Director of Admin IT or designated project executive. Regular updates will be required through established reporting mechanisms and recurring meetings.
Daily Duties / Responsibilities
Project Management Responsibilities
Lead end-to-end project delivery, including scope, schedule, budget, risk, quality, communication, and resource coordination.
Develop and maintain project plans, RAID logs, communication plans, status reports, and executive updates.
Manage cross-functional teams, including internal IT, vendors, SMEs, and agency partners.
Facilitate work sessions to validate scope, requirements, and deliverables while maintaining alignment with sponsors and stakeholders.
Identify risks and issues and recommend and implement appropriate mitigation strategies.
Support procurement processes as needed, including RFPs, SOWs, and vendor oversight, consistent with state and Admin procurement standards.
Ensure compliance with agency policies, security requirements, records management standards, and project governance frameworks.
Business Analysis Responsibilities
Lead structured requirements elicitation, including interviews, workshops, journey mapping, process modeling, and data analysis.
Document clear and testable requirements, including business, functional, and nonfunctional requirements, user stories, and acceptance criteria.
Define current-state and future-state processes, workflows, and data flows; quantify KPIs and business value.
Translate requirements into solution designs in collaboration with architecture, security, data, and infrastructure teams.
Evaluate build-versus-buy options and support the creation of diagrams, models, and integration patterns when required.
Change Management & Adoption
Develop change management and communication plans.
Coordinate User Acceptance Testing (UAT), cutover activities, readiness planning, and post-launch support.
Support adoption using metrics, user feedback, and continuous improvement processes.

Required Skills
Minimum of 7 years of project management experience managing moderate- to high-complexity projects.
Demonstrated experience in business analysis and process redesign.
Minimum of 5 years of experience managing IT, regulatory, compliance, or enterprise-level initiatives.
Preferred Skills
Ability to simultaneously manage multiple work efforts.
Strong schedule management and resource planning skills.
Ability to identify, map, and re-engineer business processes.
Experience with Integrated Master Schedules (IMS).
Experience with Power BI and/or data dashboard development.
Required Education
Bachelor’s degree required.
Required Certifications
PMP, PMI-ACP, or comparable certification preferred.
