Description

This is an FLSA non-exempt professional position assigned to our I.S. Department. The City will soon begin work on the implementation of a new ERP system for which this position will play a critical role in both the implementation and ongoing support.

DEFINITION

Under general direction, provides professional support for the City's technology programs, including creating, optimizing, configuring, and maintaining Enterprise Resource Planning (ERP) systems to streamline business processes across departments. Responds to user support issues and bridges the gap between technical teams and end users by analyzing requirements, designing solutions, managing system upgrades, and providing training to ensure data integrity and operational efficiency. Performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from assigned supervisory or management personnel. Exercises technical and functional direction over and provides training to less experienced staff. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

This classification is responsible for independently performing professional duties in support of the City's ERP and related technology programs. Positions at this level exercise judgment and initiative in completing assigned tasks, receive only occasional instruction or assistance when new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

Typical Qualifications

QUALIFICATIONS

Knowledge of:

  • ERP platforms such as Central Square or Tyler Technologies.
  • Principles, methods, and techniques used in designing, developing, testing, and implementing software applications.
  • Business needs analysis and requirements evaluation to develop technology solutions.
  • Workflow analysis and business process improvement methodologies.
  • Technical troubleshooting and problem-solving principles and practices.
  • Cognos technical report writing practices and procedures.
  • Record-keeping and reporting principles and procedures.
  • Customer service techniques for effectively interacting with vendors, contractors, and City staff.
  • English language structure and content, including grammar, spelling, and composition.
  • Modern office equipment and communication tools used for business functions and project coordination, including computers and relevant software applications.

Ability to:

  • Provide professional support for ERP and other City technology programs.
  • Participate in the design, development, testing, and implementation of new or upgraded technology systems.
  • Research, evaluate, and diagnose user issues and recommend appropriate solutions.
  • Collaborate with end users to enhance applications and automate business processes.
  • Document, review, assess, improve, and implement system processes.
  • Assist in developing and implementing technology policies, procedures, and protocols.
  • Plan, develop, and deliver end-user training.
  • Prepare clear, concise, and comprehensive technical documentation.
  • Exercise tact, initiative, prudence, and independent judgment within established policies, procedures, and legal guidelines.
  • Effectively use computer systems, relevant software applications, and modern business equipment.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those encountered in the course of work.
  • Pass a police background investigation prior to employment and maintain eligibility to access confidential police records systems.

EDUCATION AND EXPERIENCE

Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

Equivalent to a bachelor's degree from an accredited college or university with major coursework in business, managerial economics, finance or a related field.

Experience:

Three (3) years of progressively responsible experience providing professional support for information technology systems, finance, budgeting, and payroll systems.

LICENSES AND CERTIFICATIONS

  • Possession of a valid California Law Enforcement Telecommunications System (CLETS) CJIS Security (Advanced) Certification, to be obtained within thirty (30) days of employment and maintained throughout employment.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.

This is primarily a sedentary classification, although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard and operate standard office equipment. Positions may occasionally bend, stoop, kneel, reach, push, and pull to retrieve and file materials. Employees must be able to lift, carry, push, and pull materials weighing up to 25 pounds.

ENVIRONMENTAL ELEMENTS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and members of the public while interpreting and enforcing departmental policies and procedures.

WORKING CONDITIONS

Occasional evening and weekend work may be required, depending on operational needs.
