Enterprise Technology Lead

Job Title Description

The Space Telescope Science Institute (STScI), operated by the Association of Universities for Research in Astronomy (AURA), is NASA's science operations center for missions including the Hubble and James Webb Space Telescopes. STScI leads observation planning, data analysis, public engagement, and data archiving for flagship missions. Our staff include experts in astronomy, engineering, education, information technology, communications, and administration who work together to advance and share discoveries from space.

STScI is seeking an Enterprise Technology Lead to set the direction for enterprise information technology across the institute, drive modernization, and serve as the institute’s senior IT advisor across mission, engineering, and business functions.

This position supports hybrid or fully remote work arrangements. Candidates must reside in MD, DE, VA, PA, DC, or WV. Hybrid staff are expected on-site a minimum of three days per week.

U.S. Citizenship or Permanent Residency required; ITAR clearance required.

Enterprise Technology Lead Role and Responsibilities

This role is ideal for a senior information technology leader who operates at enterprise altitude while remaining willing and able to engage substantively with technical work when the situation demands it.

The Enterprise Technology Lead reports to the Head of IT and co-chairs the enterprise technology governance body. The position emphasizes strategic technology direction, modernization leadership, portfolio and financial discipline, and trusted advisory engagement across the institute. This is a hands-on leadership role that blends strategy with execution, working closely with Chief Engineers, mission leadership, IT operations, and division stakeholders to ensure technology decisions are coherent, sustainable, and aligned with the institute’s long-term direction.

Key Responsibilities:

Enterprise Technology Strategy & Governance

• Co-chair the enterprise technology governance body and drive cross-functional decision-making across mission and business functions.
• Assist in the development and execution of a multi-year enterprise technology roadmap aligned with mission, engineering, and institutional business objectives.
• Own enterprise information technology architecture and integration strategy across mission systems, enterprise platforms, and shared services.
• Serve as trusted technology advisor to senior leaders, managers and institute staff on how technology can improve efficiency, delivery, and decision-making.
• Lead IT product roadmap validation, technology lifecycle governance, and technical due diligence.

Cloud-First & Run-Anywhere Strategy

• Help set enterprise direction for a cloud-first posture spanning public cloud, private cloud, and SaaS.
• Lead modernization of the on-premises data center to operate as a private cloud with workload portability across environments.
• Govern SaaS migration strategy, infrastructure as code, cloud integration patterns, and workload placement principles.
• Support the Cloud Center of Excellence to balance performance, cost, and operational fit across environments.

Technology Portfolio & Financial Governance

• Drive continuous rationalization of the enterprise technology portfolio and active decommissioning of redundant tools and systems.
• Establish and govern a consistent framework for evaluating technology investments, renewals, and consolidation opportunities.
• Build enterprise-wide financial visibility across the technology portfolio and lead TCO modeling for current and future-state environments.
• Partner with finance and operational stakeholders to communicate investment rationale and reduce the cost of running enterprise IT.

Identity, Security & AI Governance

• Govern enterprise identity and access management strategy and Zero Trust posture.
• Align security posture to certification and regulatory standards including ITAR.
• Monitor and enforce enterprise AI governance policy consistent with NASA policy requirements and responsible use standards.
• Lead enterprise AI enablement to amplify workforce effectiveness while maintaining clear guardrails.

Institutional Leadership & Advisory

• Serve as trusted technology advisor to institutional leadership across science, engineering, and business functions.
• Represent the IT division in committees, working groups, and cross-divisional forums.
• Lead enterprise communications for technology change management.
• Coordinate cross-mission systems integration across NASA and AURA centers.
• Drive process improvement and modernization initiatives.

Your Experience, Skills & Qualifications:

• 7+ years in a senior technology leadership capacity at enterprise scale.
• Demonstrated technical depth across cloud environments, enterprise data centers, private cloud, containerization, virtualization, storage, and infrastructure as code.
• 5+ years leading on premises to SaaS migration programs at enterprise scale.
• 2+ years defining and governing enterprise IAM strategy, with demonstrated experience integrating modern identity providers alongside Active Directory.
• Demonstrated experience governing enterprise application portfolios.
• Demonstrated AI policy development and enterprise AI service introduction.
• Track record leading enterprise technology modernization, portfolio rationalization, or major platform transitions.
• Direct accountability for aligning architecture with regulatory and compliance requirements (ITAR, federal standards).
• Experience developing and executing multi-year enterprise technology roadmaps.
• Familiarity with NIST 800-53 and NIST 800-171 security control frameworks preferred.
• Hands-on Kubernetes experience across on-premises and cloud environments preferred.
• Observability and SIEM platform experience (Datadog, Splunk, or CrowdStrike) preferred.
• Experience operating in federal, research, or mission-driven technology environments preferred.
• Relevant certifications in cloud, cybersecurity, or enterprise architecture (AWS, Azure, CISSP, TOGAF, or similar) preferred.

Salary range is $180,000 to $195,000. Final compensation is based on experience, skills, internal equity, and market conditions.  The posted salary range represents a general guideline. STScI considers several factors when determining salary offers, including internal equity, position scope and responsibilities, candidate qualifications, experience, education, skills, and current market conditions.
