Duties Description The incumbent will serve as a Bureau Director and Deputy Chief Permit Administrator for the Division of Environmental Permits, including managing the Sections within the Breau of Project Management. This is a priority leadership position that will focus on coordinating with DEC programs and other state and federal agencies and on permit related matters; managing reviews for all Uniform Procedures Act permit application types; overseeing the management of energy generation and transmission projects which are critical to meet Climate Leadership and Community Protection Act (CLCPA) mandates; and preparing determinations under the State Environmental Quality Review Act (SEQR), Environmental Justice Siting Law (EJSL), CLCPA and other applicable policies.
More specific duties will include:
Minimum Qualifications For Provisional Appointment:
One year of permanent competitive or 55-b/55-c service as an Environmental Analyst 3.
For Permanent Appointment:
Reassignment - Currently in the title and an employee of DEC.
OR
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title indicated under the transfer eligible section on a permanent competitive basis.
OR
Transfer Eligible - One year of permanent competitive service at Salary Grade 29/M3 or higher and: Eligible for transfer under Section 52.6 within two salary grades/one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT.
For Non-Competitive Promotion:
If there are no more than three individuals interested from among those in the departmental promotion field, it may be possible to make a permanent appointment via non-competitive promotion. To be eligible for non-competitive promotion, candidates must be actively employed by or on leave from the Department of Environmental Conservation and have one year of permanent competitive or 55-b/55-c service as an Environmental Analyst 3.
Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.
