Description
The City of Redding is establishing an eligibility list in the Environmental Management Division of the Public Works Department. The Environmental Compliance Manager, under general direction: helps Departments ensure compliance with federal, state, and local environmental laws, regulations, and policies; manages the City's Storm Water Management Program, including industrial, construction, and municipal activities and operations within the City; and supervises staff. The Environmental Compliance Manager makes decisions regarding the appropriate type of environmental documentation and procedures for public and private projects in concert with the City Engineer, Development Services Director, Municipal Utilities Director, and others as appropriate, and performs related duties as required.
Job Responsibilities
We are looking for someone to
- Manage and/or prepare negative declarations, exemptions, draft and final environmental impact reports, environmental assessments, and other environmental documents, pursuant to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) for City projects.
- Prepare environmental permit applications for the U.S. Army Corps of Engineers, California Department of Fish and Game, California Reclamation Board, and Regional Water Quality Control Board. Provide notification to the State Historic Preservation Office, and prepare other environmental permits and approvals.
- Perform legislative review and advocacy activities on various environmental and compliance issues as assigned; analyze impacts, prepare position statements and/or back-up documentation, and make recommendations upon request.
- Represent the City and its departments to outside agencies and organizations; participate in community and professional groups and committees; act as a technical and professional resource providing support and assistance reflective of the City’s concerns and interests.
- Build and maintain positive working relationships with co-workers and other City employees, outside environmental agencies, and the public using principles of positive customer service and communication skills.
- Review erosion control plans for City projects before, during and after construction.
- Implement mitigation monitoring plans for City projects and review Storm Water Pollution Prevention Plans and National Pollution Discharge Elimination System (NPDES) permits for City projects.
- Monitor construction sites for erosion, sedimentation, wildlife and vegetation impacts. Monitor compliance with plans and has the authority to ask Project Manager to shut down a job, or do additional erosion control.
- Obtain and review any needed biological and botanical surveys prior to the start of construction.
- Manage habitat restoration projects including marsh, riparian woodland, oak woodland, and vernal pool restoration projects and or management areas owned by the City.
- Review storm water monitoring results of City construction projects for turbidity, total settle able solids and hydrocarbons.
- Disseminate information on changes in environmental regulations to Project Managers of departments with capital projects.
- Prepare Council communications, staff reports, and general informational memos on CEQA, NEPA, Clean Water Act, and permit compliance.
- Provide technical and specialized support to various City departments regarding environmental compliance issues; collect, monitor, and analyze data; document findings; and prepare technical reports and recommendations.
- Assist citizens with environmental issue complaints relating to City projects.
- Evaluate the performance of contractors on permit compliance of erosion control and other environmental mitigation and monitoring requirements by completing an evaluation of each job at the time a Notice of Completion is filed.
- Help negotiate mitigation requirements with federal and state agencies related to wildlands, mitigation, NEPA and CEQA requirements, Clean Water Act requirements, erosion control, and Best Management Practices.
- Review consultant proposals and interview consultants for environmental projects.
- Prepare Requests for Proposal (RFPs) to recruit consultants to perform various environmental tasks.
- Prepare and maintain a list of environmental consultants that work in the area North of Sacramento.

Qualifications
Knowledge of:
- Principles and practices of environmental planning and development.
- Current literature, information services, and research techniques in the field of environmental coordination.
- Modern office methods, practices, procedures, and computer equipment.
Ability to:
- Interpret and apply Federal, State and local policies, procedures, laws and regulations.
- Interpret and explain environmental programs to the general public.
- Perform professional environmental work with minimal supervision.
- Negotiate and develop contracts and agreements.
On a continuous basis:
- Know and understand all aspects of the job.
- Analyze program budget and technical reports.
- Know, understand and interpret department/program policies, procedures, rules, codes and related laws.

- Use telephone, computer and communicate through written means.
Working Conditions:
- On a continuous basis, work indoors in an office environment.
- Intermittently, travel in vehicle.
- May be exposed to dust, noise, slippery or uneven surfaces, electric energy, machinery, moving objects and other vehicles while in the field.
- May be exposed to varying climates and temperatures while performing duties in the field.
Education, Experience & Special Requirements:
- Any combination of training and experience equivalent to a bachelor’s degree from an accredited college or university with major course work in environmental science, environmental engineering, biology, geology, hydrology, engineering or a closely related field.
- At least four (4) years of increasingly responsible experience in managing environmental compliance programs for a public agency or private firm to include significant experience of demonstrated supervisory and/or project management responsibility.
- Possession of the appropriate California driver's license, or the ability to acquire one within ten days of appointment.
