Job Title: Environmental Compliance Project Manager

Job Description

This role leads construction environmental compliance for a large portfolio of data center projects across Canada, the continental United States, and Latin America. The Environmental Compliance Project Manager oversees the implementation and ongoing management of Enablon for construction environmental permits and regulations, ensuring that all projects meet applicable requirements under the Clean Water Act, Clean Air Act, and related environmental programs. You will work closely with compliance, permitting, legal, design, construction, operations teams, and external consultants to support on-time delivery of mission critical facilities while maintaining rigorous environmental compliance throughout the construction phase.

Responsibilities

  • Manage the implementation and day-to-day administration of Enablon for construction environmental permits and regulatory requirements across more than 70 active projects.
  • Populate Enablon templates with accurate permit conditions, tasks, and requirements, coordinating with subject-matter experts to ensure completeness and accuracy.
  • Collaborate with Permit Managers to interpret permit conditions and translate them into Enablon tasks and workflows that enable full compliance with environmental approvals.
  • Coordinate with the EHS Enablon team to load, configure, and maintain populated templates within the software platform.
  • Assign Enablon tasks to appropriate owners and meet regularly with task owners and responsible parties to clarify requirements and monitor progress.
  • Manage Enablon templates, including tracking status, maintaining data integrity, and providing regular reports to internal stakeholders on compliance activities and risks.
  • Communicate environmental requirements and provide environmental compliance expertise to diverse internal and external stakeholders, including construction and operations teams and external contractors.
  • Maintain and report project status regularly and contribute to the development and continuous improvement of an Environmental Excellence program for data center delivery and construction.
  • Oversee Enablon program management, including tracking permit and task uploads for all construction sites and managing site phase transfers from construction to operations.
  • Add, remove, and modify Enablon users, and provide role-based training for Environmental Compliance Managers, Environmental Managers, Data Center Delivery Project Managers, Construction Managers, general contractors, and architects/engineers.
  • Provide ad-hoc troubleshooting and support for Enablon issues raised by users, ensuring timely resolution and minimal disruption to compliance activities.
  • Manage construction permits within Enablon for over 200 permits, including uploading new permits, uploading permit modifications, and maintaining version control for permits, conditions, requirements, and tasks.
  • Track permit modifications and ensure appropriate archival and traceability of historical permit versions within the system.
  • Oversee construction tasks in Enablon for over 3,000 tasks, including reviewing and uploading templates from Environmental Consultants or Enablon automation outputs.
  • Create and modify task schedulers and ad-hoc tasks to align with construction schedules and regulatory deadlines.
  • Support task owners and Compliance Managers with task tracking, follow-up, and close-out to ensure timely completion of all compliance-related activities.
  • Drive consistency across task titles, descriptions, and structures to improve clarity, reporting, and standardization across projects and regions.
  • Develop and manage the AQS module and related data migration in Enablon, including environmental units, environmental instances, environmental inventory and equipment, and emission factors.
  • Perform quality assurance and quality control of Enablon templates and automation-generated data to ensure accuracy, completeness, and regulatory alignment.
  • Follow construction schedules closely to identify environmental compliance risks and propose mitigation strategies to project teams.
  • Work effectively within a fast-paced, global organization, contributing to process improvements and supporting continuous innovation in environmental compliance practices.

Essential Skills

  • Minimum of 5 years of environmental permitting or environmental compliance experience in the Americas region.
  • Demonstrated experience with Enablon, including at least 1 year of hands-on use for environmental compliance or permit management.
  • Proven experience supporting mission critical facilities or large-scale construction projects, preferably during the construction phase.
  • Strong background in environmental permitting and compliance programs, including air quality, threatened and endangered species, Clean Water Act Sections 401 and 404 permitting, stormwater construction general permits, and related regulatory frameworks.
  • Knowledge of environmental regulations related to the Clean Water Act Sections 402, 401, and 404, and the Clean Air Act.
  • Proficiency with Enablon software for program management, including permit tracking, task management, user administration, and data integrity oversight.
  • Ability to interpret and apply environmental permit conditions and translate them into actionable tasks and workflows.
  • Capability to follow and understand construction schedules, identify environmental compliance risks, and propose mitigation measures.
  • Strong written and verbal communication skills, with the ability to clearly convey complex environmental requirements to technical and non-technical audiences.
  • Ability to establish and maintain cross-functional, positive working relationships with internal teams and external partners.
  • Self-starter mindset with strong process orientation and the ability to work independently in a fast-paced environment.
  • Bachelor's degree in Environmental Engineering, Civil Engineering, Chemical Engineering, Environmental Science, or an equivalent field.

Additional Skills & Qualifications

  • Experience working in both construction and operational environmental compliance environments.
  • Experience managing environmental permitting and compliance across multiple markets or regions.
  • Experience with Enablon program management activities such as tracking permit and task uploads, managing site phase transfers from construction to operations, and administering user roles.
  • Familiarity with managing a high volume of construction permits (over 200 permits) and associated tasks (over 3,000 tasks) within a centralized compliance system.
  • Experience creating and modifying task schedulers and ad-hoc tasks within Enablon or similar compliance platforms.
  • Experience supporting task owners and compliance managers with task tracking, reporting, and closure processes.
  • Exposure to AQS modules or similar environmental data systems, including configuration of environmental units, instances, inventory, equipment, and emission factors.
  • Experience performing QA/QC on automated or consultant-generated environmental template data.
  • Demonstrated ability to train diverse user groups on Enablon based on their roles, including environmental managers, project managers, construction managers, and external partners.
  • Strong organizational skills and attention to detail when managing version control, archival processes, and data integrity for permits and tasks.
  • Interest in contributing to and improving Environmental Excellence programs for large-scale infrastructure or data center projects.

Work Environment

This is a remote position with a standard schedule of approximately 40 hours per week. You will work within a global cloud infrastructure organization focused on data center construction and operations, collaborating daily with compliance, permitting, legal, design, construction, operations teams, and external consultants across Canada, the continental United States, and Latin America. The role relies heavily on digital tools and platforms, particularly Enablon and related modules, and may also involve use of applications such as Bluebeam and P6 if you have relevant experience. The work environment emphasizes structured processes, cross-functional collaboration, and timely delivery of mission critical construction projects while maintaining strict environmental compliance. When site visits or field activities are required, you will use safety equipment such as a monitor, keyboard, headset, mouse, Class 2 safety helmet, Class 2 or higher safety vest, cut and impact resistant gloves, ANSI Z87.1 or higher safety glasses or visor, composite toe work boots made of leather or leather alternative that extend at least 4 inches above the ankle, and a Class 2 or higher reflective jacket suitable for cold and wet weather. Pay and Benefits

The pay range for this position is $90.00 - $100.00/hr.
