Summary
Evaluates internal operations to ensure compliance with applicable environmental laws and regulations. Enforces environmental wastewater applying to industrial and commercial facilities.
Essential Functions
- Monitor activities for compliance with environmental regulations;
- Identify training needs in environmental laws and regulations;
- Provide technical assistance on environmental issues related to permit; compliance, regulations, sampling, or departmental policies;
- Educate industries, commercial businesses, and the public regarding; federal, state, and local environmental regulations;
- Operate, calibrate, and maintain sampling equipment to monitor industrial, commercial and municipal stormwater and wastewater discharges;
- Review and interpret results of lab analyses to determine the effect of discharged wastes on the Publicly Owned Treatment Works facilities or water sources;
- Work with establishments to gain compliance with environmental regulations by development of specific discharge permits, calculate surcharge, inspect industrial and commercial facilities, and prepare enforcement actions such as warnings and notices of violation;
- Assist in preparation of reports to regulatory agencies documenting; compliance activities and results;
- Respond to hazardous material, chemical, wastewater, or other spills to; provide technical advice and assistance when on-call;
- May supervise the work of Environmental Field Technicians in collecting; and analyzing samples, or recording data to monitor compliance;
- Perform related duties as required.

Qualifications
Completion of a bachelor degree in environmental science, biology, toxicology, chemistry, mathematics, or a related field or any combination of education and experience which provides 2 to 4 years of the following knowledge, skills, and abilities:
Valid Current Drivers License
Physical Exam Required
Hazardous Material Operator required within 12 months for IWMP
- Critical Infrastructure: This position has been determined to have close contact with, or control of Critical Infrastructure components. This position is subject to extensive background checks and random drug screening. *
Knowledge and Abilities
Knowledge of:
- Federal, state, and local environmental regulations related to wastewater;
- Physical, chemical, and biological technologies as they relate to the analysis of water quality;
- Basic principles and terminology of data processing;
- Prepare and maintain records and documentation for compliance purposes;
- Communicate effectively with others;
- Monitor operations for compliance with environmental regulations;
- Collect and analyze stormwater, wastewater, raw sewage, industrial discharge, septic waste, or other samples;
- Work cooperatively with industries, commercial establishments, and municipal departments to attain compliance;
Ability to:
- Analyze water and wastewater and interpret and report on results;
- Read interpret technical reports, permits, Code of Federal Regulations, Municipal Ordinances, lab reports, and results from investigations;
- Communicate information clearly and concisely;
- Establish and maintain effective working relationships;
- Perform investigation and inspections;
- Safely operate City of Lubbock vehicles.
Physical Requirements:
- Frequently lift and carry up to 80 pounds, and occasionally lift and carry up to 80 pounds;
- Frequently walk and stand during the shift;
- Frequently bend and kneel during the shift;
- Frequently climb stairs and other inclined surfaces;
- Occasionally push and pull objects;
- Frequently rotate upper trunk to the left or right while sitting or standing;
- Coordinate eye, hand, and foot movement in order to operate a vehicle.
