General Overview
Under general direction, performs mid-level engineering plan and project evaluations, provides technical expertise and assistance, serves as technical liaison, assists in interagency regulatory environmental compliance, performs infrastructure research, supervises, coordinates, or assists project staff and consultants, prepares pre-design and post-design cost estimates for water/sewer and capital improvements projects. Performs other related duties as required.

Knowledge, Skills, and Abilities
Comprehensive knowledge of engineering principles & practices of required discipline, surveying methods, department policies & procedures, engineering drawings, engineering construction drawings, water hydraulics, pollutant discharge testing & control, analytical procedures & research, technical inspection techniques.
Thorough knowledge of OSHA rules & regulations, EPA rules & regulations, construction techniques, government structure & process, public relations management, supervision principles & practices.
Advanced knowledge of current market construction cost data, tax mapping & land use plans.
Ability to deal with variables & determine specific action, deal with non-verbal symbols in formulas, equations, or graphics, communicate effectively in written, pictorial, & graphic form, develop accurate records & reports, handle contact with officials, employees, & the general public, define problems, collect data, establish facts, & draw valid conclusions, develop & write technical instructions.
Skills in use of personal computer, use of applications in engineering problems.
Job Duties
The duties listed below are intended to depict tasks performed by this classification.
Evaluates and makes recommendations, e.g., plans of preliminary construction, design improvements, equipment specifications, etc.
Reviews and may process permit applications to determine if applicants meet local, county, state, and federal guidelines.
Recommends appropriate actions to be taken.
Negotiates land acquisition and easements.
Assists with resolving complaints and/or concerns from property owners, contractors, consultants, and regulatory agencies.
Conducts a comprehensive program of industrial discharge pretreatment, researches, reviews, and recommends technical bases for pretreatment/treatment procedures for compliance.
Determines types of pollution and estimates amounts of pollution from sources of discharge.
Assures customers are in compliance with pretreatment regulations and certifies related permits.
Coordinates, assists with, and/or supervises assigned project personnel, e.g., consultant liaison, regulatory agency representatives, draftsperson, etc.
Conducts engineering inspection activities, e.g., new facilities, construction, plant, and pump malfunction.
Prepares design and cost estimates, e.g., sanitary sewer, sewage, water, water treatment, and distribution pump stations, etc.
Plans for and/or conducts associate engineering guidance training and EIT pre-testing review.
Provides technical information and assistance to project consultants, political subdivisions, the local environmental control agencies, the industrial community, and citizens as requested and/or required.
May serve as technical liaison with other agencies, e.g., EPA, various planning agencies, the Department of Natural Resources, etc., associated with an assigned project.
Conducts special studies and surveys pertaining to the engineering aspects of water/wastewater treatment and control.
Assists in the preparation of agency engineering procedures, design criteria, and standards, technical reports, and manuals.
Prepares, may conduct, participates in pre-hearing, pre-bid, and pre-construction conferences.
May participate and assist in quasi-judicial and litigation activities.
Prepares specific engineering legislation and specifications studies, improvement costs vs. land use data, and topographical maps to determine estimate assessment.

Work Schedule
Monday - Friday, 7:30 am to 4:00 pm. Some evening and weekend work may be required.
