This is a non-represented position and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

DEPARTMENT: Anchorage Health Department

HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.

LOCATION OF WORK: 825 L Street, Anchorage, Alaska

Employees who are hired or rehired to any position shall be placed at the entrance pay step, and advancement from the entrance step to the maximum step within a pay grade shall be by successive steps.

Example of Duties

This position is responsible for the overall management of the Environmental Health Services section, including program planning, directing, managing and organizing. Plans, tracks, oversees and is accountable for the Environmental Health Services section budget. Leads and provides direction in grant application and administration for multiple program grants. This position provides direct supervision of Environmental Health Services staff members. Supervision includes scheduling, assigning duties, mentoring and developing staff and evaluating performance. It also includes review and revision of applicable municipal codes and enforcement specifically of Anchorage Municipal Codes chapters 15 and 16. This position works closely with the public, governmental and private sector agencies in addressing public environmental health needs and providing technical support. This is a multi-faceted job with demands for the incumbents time coming from multiple directions, requiring a balancing of priorities. Perform other related duties as assigned.

Minimum Qualifications / Substitutions / Preferences

The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health and Social Services (DHSS) emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHDs Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster AHDs employees may be called to engage in emergency operations responses and recovery.

Bachelors degree in Environmental Science, Chemistry, Biology or a related discipline, and four (4) years of experience in environmental science, epidemiology, investigation of food borne illness, public health sanitation inspections or a related field of which one (1) year is as an Environmental Sanitarian III level with the Municipality of Anchorage, or the equivalent elsewhere.

OR

Associates degree in Environmental Science, Chemistry, Biology or a related discipline and six (6) years of experience in environmental science, epidemiology, investigation of food borne illness, public health sanitation inspections or a related field of which one (1) year is as an Environmental Sanitarian III with the Municipality of Anchorage, or the equivalent elsewhere.

OR

High school diploma, GED, or equivalent and eight (8) years of experience in environmental science, epidemiology, investigation of food borne illness, public health sanitation inspections or a related field of which one (1) year is as an Environmental Sanitarian III with the Municipality of Anchorage, or the equivalent elsewhere.

All applicants must possess and/or obtain:

  • Valid State of Alaska Drivers License with satisfactory driving record at time of hire.
  • Municipality of Anchorage Certification as a Designated Peace Officer within six (6) months of hire.
  • Certified Pool/spa Operator Certification or Aquatic Facility Operator Certification within six (6) months of hire.
  • Food and Drug Administration (FDA) Food Safety Inspection Officer Certification within six (6) months of hire.
  • State of Alaska Certification as a Pesticide Applicator within six (6) months of hire.

Preferences:

  • Masters Degree in Public Health, Public Administration, or a closely related field or equivalent professional experience.
  • Established productive and collaborative working relationships with Program partner agencies.
  • Managerial experience including staff supervision, program management, performance management and team management.
  • Demonstrated ability to work collaboratively, including strong and consistent leadership; experience creating and managing effective teams; delegating responsibilities; active listening; facilitation, negotiation, mediation and compromise; managing assignments to meet deadlines; ensuring appropriate transparency; and maintaining effective and positive relationships with peers, subordinates and management.
  • Demonstrated ability applying knowledge of local government program operations; strategic planning; developing and applying internal and external stakeholder strategies; and developing, implementing, monitoring and improving programmatic/strategic outcomes.
  • Demonstrated cultural competence working with diverse populations of various socio-economic status; non-judgmental and able to adjust to support the equitable treatment of all. Demonstrated ability applying principles of equity and social justice in local government programs.
  • Possess a valid Registered Sanitarian (RS) or Registered Environmental Health Specialist (REHS) license issued by the National Environmental Health Association or equivalent.
  • Professional experience in the regulatory review and oversight of food facilities, including experience with: performing routine inspections; conducting investigations of foodborne illnesses; providing technical policy analysis; reviewing proposals for new or modified facilities; performing pre-operational inspections; participation in the Food and Drug Administration Voluntary Standards Program and drafting program policies and procedures.
  • Demonstrated working knowledge of the Envision database; demonstrated proficiency in Excel, Word, PowerPoint, and Adobe acrobat.

If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted Background Check. A Background Check encompasses criminal history, verifying education, and verifying dates of employment.

If selected for hire, appointment in this position will be conditional based upon satisfactory completion of a national criminal background investigation (AS 12.62.160) and (AS 12.62.400). Accordingly, it will be necessary for the selected candidate to provide certain identification information and be fingerprinted. Fingerprint cards must be dated within 30 days from the date requested. The processing fee of $47.00 plus the cost of being fingerprinted (variable), is the responsibility of the selected candidate and must be accomplished before beginning work.

If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicants Alaska Drivers License and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaska Drivers License was first issued within one year prior to application, documenting an acceptable driving history. All required certifications and licenses must remain current for the duration of employment.
