Summary

The Rhode Island Department of Health (RIDOH) Center for Drinking Water Quality's Public Drinking Water Program protects and promotes the health and safety of Rhode Islanders by ensuring the quality of the State's public drinking water supplies for use by Rhode Island households, businesses, hospitals, nursing homes, schools, restaurants, industry, and firefighting and emergency response services. RIDOH's Center for Drinking Water Quality (RIDOH) works in partnership with the Rhode Island Infrastructure Bank to administer the State's Drinking Water State Revolving Fund (DWSRF) and the Emerging Contaminants in Small or Disadvantaged Communities Grant (EC-SDC). For the DWSRF, RIDOH is the designated lead agency responsible for establishing assistance priorities; assisting in development of the Intended Use Plan; establishing project priority lists (PPL); determining project eligibility; performing technical project reviews; monitoring construction; approval or denial of payment; and determining and implementing the Technical Assistance, Local Assistance, and State Program Management set-aside programs.

Responsibilities

Provide project support on project management-related program requirements including, but not limited to, tasks related to the total tracking, planning, program development, and outreach for projects funded by the DWSRF and the EC-SDC. The position will also involve the review and approval of SRF and EC-SDC projects such as pay requisitions and compliance with federal and state requirements.

Activities include, but may not be limited to the planning, development, and execution of:

  • SRF and EC-SDC project compliance and eligibility determinations
  • Maintaining plans for each project under both programs
  • DWSRF Project Priority List (PPL) solicitation and ranking
  • Internal coordination with RIDOH engineers and other staff members
  • External coordination with state agencies, public water systems, stakeholders, and RIIB
  • Other DWSRF and EC-SDC program related activities, as assigned

In addition, as needed, support to RIDOH staff by mentoring and process improvement including, but not limited to assistance with development of guidance, Standard Operating Procedures (SOPs), process checklists, forms, and other job aids and project application materials.

Knowledge, Skills, and Abilities

  • A thorough knowledge of the principles, practices and techniques of program planning and development as it relates to the implementation of a variety of departmental programs and in terms of statewide and community needs and the ability to establish standards, policies, and administrative controls for such programs.
  • Working knowledge of federal, state and community resources and legislation and their interrelationships, and the ability to apply such knowledge in the identification of the population to be served, needs and priorities, resources available, planning and implementation of the programs, and evaluation.
  • Ability to act as a liaison between the director and his division heads in coordinating all planning and programs and for the department with local governments and community groups in order to coordinate programs, gain their assistance or assist them in initiating, developing and implementing projects.
  • Ability to coordinate current and proposed programs with other state departments where their cooperation is necessary.
  • Ability to evaluate existing programs and to develop plans for their expansion, modification, or elimination.
  • Ability to establish and maintain effective working relationships with department officials, professional people, voluntary agencies, community representatives, other state and local agencies and the public.
  • Related capacities and abilities.

Education and Experience

  • Master's Degree in Public Administration, Business Administration, one of the Social Sciences, or a closely related field.
  • Experience gained through employment in a responsible capacity involving program development in a field of human service.
  • Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
