ENVIRONMENTAL HEALTH SPECIALIST - PUBLIC HEALTH (Full Time)

JOB SUMMARY:

Under general supervision, implement surveillance and control measures in specific environmental health programs. Inspect food service establishments, childcare facilities, swimming pools, etc. Conduct education sessions. Investigate complaints. Perform related work in air and water pollution control, insect control, and noise pollution control. Perform other related work as required.

ESSENTIAL JOB FUNCTIONS:

Inspect food service establishments. Issue permits to operate food service establishments. Review and approve construction and remodeling plans for food operations. Conduct education in food service sanitation and safety for employees. Inspect registered family homes. Investigate sanitation and nuisance complaints. Issue court citations for violations when required, and attend court cases where violations have been filed. Perform related work in air, water pollution control, insect control, and noise pollution control. Investigate hazardous material incidents and complaints, conduct environmental site assessments, monitor soil remediation activities, and monitor liquid waste disposal activities. Handle various chemicals such as insecticides and herbicides, using proper safety precautions. Work indoors and outdoors in extreme cold, heat and temperature swings. Some exposure to toxic waste hazards, using appropriate safety precautions such as protective equipment. Lift and/or carry up to 50 pounds (e.g., sampling equipment, manhole covers, etc.) Stand, bend, lift, climb, crawl, and/or stoop for extended periods of time to obtain sewage effluent and water quality monitoring samples. Inspect swimming pools and interactive water features. Conduct mosquito control operations. Administer the USEPA pretreatment program. Communicate courteously and effectively with other city employees, officials, and the public, in writing, in person, and by telephone. Write reports by hand legibly and neatly. Operate computer for word processing, reports, and e-mail. Assist the Fire Department and Emergency Management personnel as needed with toxic and hazardous chemical spills, indoors and outdoors. Occasional evening, weekend, and/or on-call work required.

REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND OR LICENSES:

Bachelor's degree required in natural sciences or subjects related to environmental health. License required as Professional Sanitarian under Article 4477-3 Vernon's Texas Civil Statutes. Texas Driver's License, Class C, required. Must obtain a non-commercial certified pesticide applicator's license when required.

EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:

Two (2) years of experience required in environmental protection or health field, including one (1) year of experience in conducting food sanitation inspections. Must have the ability to obtain a non-commercial certified pesticide applicator's license. Must be able to establish and maintain effective working relationships with coworkers and the public. Good knowledge of practices and techniques of environmental health is required. Must be able to prepare comprehensive written reports on work performed by hand or computer.
