The Idaho Transportation Department (ITD) is currently recruiting an Environmental Planner to provide environmental support for transportation projects. This position is located at the Headquarters office in Boise, Idaho.

Job Summary

The incumbent in this position will work as a member of a team of environmental and engineering professionals to deliver highway bridge and other transportation construction projects in Idaho. This position will focus on completing the environmental processes required to deliver and construct state-wide projects. This position will be responsible for assuring compliance with the National Environmental Policy Act and provide support to operational staff in environmental compliance.

Occasional Fieldwork and Travel

Occasional fieldwork and travel will be required.

EXAMPLE OF DUTIES

Making determinations of project effect on environment Serve as technical support to the Federal Highway Administration (ITD) or local government staff in environmental resource areas Coordinate with the State, Tribal Historic Preservation Office, federal agencies, tribal staff, consulting parties, private parties, contractors, and consultant firms as needed Review, recommend, and implement procedures, policy, and guidance Review, interpret, and recommend comments on proposed rulemaking Conduct compliance monitoring Develop process improvement and/or streamlining tools Develop or support training and/or presentations Develop and negotiate interagency agreements Implement and track performance measures and reporting Manage consultant agreements and contracts as needed

MINIMUM QUALIFICATIONS

  • Good knowledge of environmental concepts and planning techniques and impacts associated with transportation project location, design, construction, and maintenance
  • Environmental design principles
  • Mitigation methods
  • Some knowledge of engineering concepts related to environmental plans
  • Federal regulations and statutory requirements for environmental documentation
  • Experience collecting, analyzing, and interpreting data
  • Writing technical reports
  • Preparing and making presentations of technical findings
