The Idaho Transportation Department (ITD) is currently recruiting an Environmental Planner to provide environmental support for transportation projects. This position is located at our District 1 offices in Coeur d'Alene, Idaho.

The incumbent in this position will work as a member of a team of environmental and engineering professionals to deliver highway, bridge, and other transportation construction projects in Idaho. This position will focus on completing the environmental processes required to deliver and construct state-wide projects.

  • Occasional fieldwork and travel will be required.

EXAMPLE OF DUTIES

  • Making determinations of project effect on environment
  • Develop highway project mitigation strategies to offset negative environmental effects
  • Provide environmental regulatory compliance assistance to District 1 Highway Operations as needed
  • Serve as technical support to the Federal Highway Administration, ITD or local government staff in environmental resource areas
  • Coordinate with the State/Tribal Historic Preservation Office, federal agencies, tribal staff, consulting parties, private parties, contractors and consultant firms as needed
  • Coordinate reclamation properties throughout the district
  • Review, recommend, author, and implement procedures, policy and guidance
  • Review, interpret and recommend comments on proposed rulemaking
  • Conduct compliance monitoring
  • Develop process improvement and/or streamlining tools
  • Develop or support training and/or presentations
  • Develop and negotiate interagency agreements
  • Implement and track performance measures and reporting
  • Manage consultant agreements and contracts as needed

MINIMUM QUALIFICATIONS Good knowledge of:

  • Environmental concepts and planning techniques and impacts associated with transportation project location, design, construction and maintenance

  • Environmental design principles

  • Mitigation methods

  • Some knowledge of:

  • Engineering concepts related to environmental plans

  • Federal regulations and statutory requirements for environmental documentation

  • Experience:

  • Collecting, analyzing, and interpreting data

  • Writing technical reports

  • Preparing and making presentations of technical findings
