Company Description:
Our Client is an industrial-scale data center construction and operations company. They allocate data center opportunities between bitcoin mining and other high performance computing services, such as AI. They continue to develop their pipeline of power capacity at high-quality data center sites, either for bitcoin mining or HPC.

Position Description:
The Environmental Program Manager is responsible for developing, implementing, and maintaining environmental compliance programs across hyperscale data center operations. This role focuses heavily on regulatory compliance associated with diesel generator operations, aboveground storage tanks (ASTs), hazardous materials reporting, refrigerant management, and environmental risk mitigation.

The ideal candidate possesses strong working knowledge of federal, state, and local environmental regulations impacting mission-critical facilities and is capable of partnering closely with operations, engineering, construction, and EHS teams to ensure uninterrupted compliance while supporting aggressive uptime and expansion objectives.
 
Responsibilities:
  • Environmental Compliance Management
    • Develop, maintain, and continuously improve site environmental compliance programs across hyperscale data center campuses.
    • Ensure compliance with all applicable EPA, state, and local environmental regulations.
    • Serve as primary environmental compliance subject matter expert for operational facilities.
    • Maintain environmental permits, registrations, reporting schedules, and compliance documentation.
    • Support internal and external environmental audits and inspections.
  • Diesel Generator Air Permitting
    • Manage all environmental permitting associated with emergency diesel generators, including:
      • Air permits
      • Permit renewals
      • Permit modifications
      • Construction permitting support
    • Track generator runtime hours and ensure compliance with permitted operational limits.
    • Coordinate emissions testing, stack testing, and associated vendor management activities.
    • Interpret and apply federal/state requirements including:
      • EPA NSPS
      • NESHAP
      • State-specific air quality regulations
    • Maintain accurate generator compliance records and reporting documentation.
  • Aboveground Storage Tank (AST) Compliance
    • Manage AST permitting and regulatory compliance programs associated with diesel fuel and oil storage systems.
    • Ensure compliance with:
      • SPCC (Spill Prevention, Control, and Countermeasure) requirements
      • Secondary containment requirements
      • Inspection and integrity testing programs
    • Coordinate AST inspections, maintenance, and corrective actions with facility operations teams.
    • Maintain fuel inventory records and environmental documentation.
  • Tier II & Hazardous Materials Reporting
    • Lead annual Tier II hazardous materials reporting for all applicable facilities.
    • Maintain accurate chemical inventories including:
      • Diesel fuel
      • Lubricating oils
      • Refrigerants
      • Batteries and associated hazardous materials
    • Coordinate with site operations teams to validate inventory thresholds and reporting accuracy.
    • Submit required reports to:
      • State Emergency Response Commissions (SERC)
      • Local Emergency Planning Committees (LEPC)
      • Fire departments and other agencies as required.
  • Refrigerant Compliance Management
    • Oversee refrigerant management programs across critical cooling infrastructure.
    • Track refrigerant inventories, leak rates, servicing records, and recovery documentation.
    • Ensure compliance with EPA Section 608 requirements.
    • Coordinate leak response, corrective actions, and vendor oversight.
    • Support sustainability and emissions reduction initiatives associated with refrigerant usage.
  • Operational & Cross-Functional Support
    • Partner closely with:
      • Critical Facilities Operations
      • Construction
      • Engineering
      • EHS
      • Security
      • Corporate Sustainability
    • Support environmental due diligence activities for new site development and expansion projects.
    • Assist with environmental incident investigations and corrective action development.
    • Develop environmental procedures, standards, and technician guidance documentation.
Qualifications:
  • 5+ years of environmental compliance experience in:
    • Data centers
    • Industrial facilities
    • Power generation
    • Mission-critical infrastructure
  • Strong working knowledge of:
    • Diesel generator permitting
    • AST/SPCC compliance
    • Tier II reporting
    • Refrigerant compliance
  • Experience interfacing with environmental regulatory agencies.
  • Strong organizational and documentation management skills.
 
Preferred Qualifications:
  • Experience within hyperscale or colocation data center environments.
  • Familiarity with:
    • EPA air permitting
    • Refrigerant management systems
    • Hazardous waste management
    • Stormwater permitting
  • CHMM, CSP, REM, or similar environmental certifications preferred.
Education & Certifications:
  • Bachelor's degree in Environmental Science, Environmental Engineering, Occupational Safety, or related field.
