The Connecticut Department of Energy and Environmental Protection (DEEP) is hiring two (2) Environmental Protection Dispatchers within the Environmental Conservation Police (EnCon) Division of the Bureau of Outdoor Recreation (BOR) in Hartford.
The Emergency Dispatch Center operates 24/7 and provides a vital communication link between DEEP operations, public safety agencies, and the public.

The Bureau of Outdoor Recreation includes the Parks, Environmental Conservation Police, and Boating Divisions. The mission of the State Environmental Conservation Police (EnCon) Division is to protect natural resources and promote public safety through education, outreach, and enforcement.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for providing a communication link between the units and/or divisions of the Department of Energy and Environmental Protection, other public safety agencies and the public.
EXAMPLES OF DUTIES
KNOWLEDGE, SKILL AND ABILITY
Knowledge of
and ability to operate and monitor communications equipment;
state and federal laws, statutes, regulations and procedural guidelines relating to conservation enforcement;
terminology used in radio communications;
laws, rules and regulations governing radio communications equipment;
Skills
interpersonal skills;
computer keyboarding skills;
Ability to
listen and communicate calmly, effectively and courteously with the public and emergency personnel in emergency and non-emergency situations;
speak proper English and enunciate clearly;
function and react calmly, effectively and efficiently under stress;
determine priorities among multiple issues as well as analyze problems and take appropriate actions;
exercise discretion in handling confidential information;
follow oral and written instructions;
maintain manual and electronic records.
MINIMUM QUALIFICATIONS
One (1) year of experience in dispatching and operation of communication equipment.
PREFERRED QUALIFICATIONS
Experience with computer assisted dispatch (CAD), National Crime Information Center (NCIC), and CT On-Line Law Enforcement Communications Teleprocessing (COLLECT) systems
Experience interpreting and applying conservation enforcement state and federal laws, statutes, regulations, and procedural guidelines
Experience managing competing deadlines and adapting to changing priorities in a work environment
Experience extracting information from individuals during emergency response communications
Experience making independent decisions while evaluating emergency and non-emergency response situations
SPECIAL REQUIREMENTS
CHARACTER REQUIREMENTS
In addition to the checking of references and facts stated in the application a thorough background investigation of each candidate may be made before persons are certified for permanent appointment.
PHYSICAL REQUIREMENTS
A physical examination may be required by the appointing authority. Applicants for this class must possess normal hearing and vision.
WORKING CONDITIONS
Incumbents in this class may be required to work in tiring positions for long periods of time.
