NEW Solutions connects experienced workers (ages 55+) with the National Park Service (NPS). These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.

Qualifications:

BA/BS Degree in possess a Bachelor?s Degree in Environmental Planning or a related field with minimum additional experience of 5 year(s) in Environmental Planning field

  • Demonstrate advanced experience with environmental planning principles; possess excellent organizational and project management skills.
  • Experience required with Windows, MS Word, MS Excel, MS Teams, MS Outlook
Duties:

NEPA Program Support Responsibilities: enrollee will provide support to the Golden Gate National Recreation Area (GGNRA) NEPA Program. Because of the inter-disciplinary nature of NEPA, the enrollee should anticipate participating in the NEPA process as tasks are fulfilled. The enrollee will work as part of an interdisciplinary team (IDT) to ensure all potential environmental impacts are identified, assessed, and incorporated into the NEPA documents.

  • Maintain Planning Environment Public Comment (PEPC) files in cooperation with the project leaders and the GOGA NEPA Lead. Monitor and review up to 100 PEPC files. The enrollee shall mark each PEPC entry with the appropriate level of NEPA documentation. If a CE is required, enrollee shall initiate the CE process within 5 days of determining a CE is required.   20%
  • Ensure an appropriate IDT is established and consulted with on project impacts per their individual areas of expertise.   20%
  • Review potential project impacts for all environmental program areas. Work with the GGNRA project leader and GGNRA NEPA Lead for each CE to ensure all applicable project information is loaded into PEPC.   20%
  • Ensure that CEs are routed for review by all IDT members. The enrollee shall ensure CEs are completed under the schedule determined by the GOGA NEPA Lead and Project Leader.   10%
  • Review and prepare comments for up to two (2) EAs/Finding of No Significant Impacts (FONSI) annually. Coordinate and incorporate input into EAs/FONSIs from all relevant IDT members and GGNRA leadership. Track a project schedule for each EA/FONSI. Coordinate the schedules with the GGNRA NEPA Lead.   10%
  • Advise the GGNRA NEPA Lead and GGNRA Leadership on NEPA matters through developing and maintaining project tracking methods to ensure all GGNRA projects comply with NEPA and provide professional advice on what NEPA documents are necessary for any given GGNRA action (e.g. construction and real estate, operations, logistics, etc.). Assist in the development of standard methodologies and protocols for environmental consideration in each phase of GGNRA project compliance.   10%
  • Annually, enrollee will attend up to 52 one-hour meetings and up to 12 in-person meetings/site visits to ensure NEPA compliance. Write up key environmental points discussed and communicate those to the GGNRA NEPA Lead via email within 2 business days of meetings having occurred. Review up to 5 additional NEPA documents that will have been drafted by entities other than GGNRA.   10%

  • Overnight travel: Occasional trips to the park may be required
  • Air travel anticipated: Depending on enrollee location, air travel may be required
  • Physical requirements: Position is primarily sedentary and performed at a computer. However, some periods of walking up to ¼ mile along improved surfaces may be required during visits to the park. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
