Duties include:

  • Serve as West Virginia's representative for Chesapeake Bay pollution reduction efforts, ensuring compliance with EPA requirements and avoiding enhanced federal oversight. Coordinate bi-monthly Chesapeake Bay Tributary Team meetings, provide technical expertise on green infrastructure and stormwater management, guide ordinance and retrofit development, and assist partners with best management practice (BMP) implementation.
  • Serve as the primary state contact and subject matter expert for EPA Total Maximum Daily Load (TMDL) requirements and Watershed Implementation Plans (WIPs). Analyze and explain pollution load models, water quality data, BMP tracking systems, and two-year milestone goals while translating complex scientific information into accessible presentations, reports, and outreach materials for diverse stakeholders.
  • Represent West Virginia DEP on Chesapeake Bay technical committees, workgroups, and watershed partnerships. Provide technical input and recommendations to ensure proposed policies, programs, and restoration strategies are practical and effective for implementation within West Virginia.
  • Assist municipalities, organizations, and landowners in securing funding for projects that support Chesapeake Bay TMDL goals. Conduct site visits, evaluate funding opportunities, support project development and management, prepare letters of support, and participate in grant review activities.
  • Coordinate the annual collection, quality assurance, and submission of BMP data to EPA. Manage complex datasets, spreadsheets, and XML files; ensure accurate reporting and maximum pollution reduction credit for West Virginia; and maintain the state's BMP Verification Program and associated EPA Quality Assurance Project Plan.
  • Support the development and implementation of Watershed Implementation Plans by coordinating stakeholder meetings, workshops, and summits. Utilize the Chesapeake Assessment Scenario Tool (CAST) to estimate pollutant load reductions, train partners on modeling and BMP reporting requirements, and prepare final EPA submissions that meet federal standards and effectively communicate results to the public.

Minimum Qualifications

Training: Master's degree from an accredited college or university.

OR

Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every fifteen (15) semester hours of graduate training and/or every thirty (30) semester hours of undergraduate training.

AND

Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the specialty area.
