This is administrative work coordinating the environmental compliance of all utilities permits, the Citywide industrial pretreatment program (IPP), and the Citywide Cross Connection Control Program. This position assists with advising the public on environmental regulations and initiating enforcement activities. The work involves assisting with data collection, file management, database maintenance, basic data analysis and quality control of same. This work entails assisting with public contact explaining code/rule compliance and making recommendations to water utility department customers or their representatives.

Essential Job Duties

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Works with Environmental Resources Compliance Manager to review new legislation for impact on existing ordinances and policies.
  • Prepares and distributes notifications of non-compliance.
  • Initiates enforcement of Cross-Connection Control Program and IPP violations.
  • Coordinate site inspections of City storage facilities and industrial users.
  • Explains applicable ordinances, rules and standard practices to public through a variety of media.
  • Maintains Cross Connection Control Program Backflow Tracking System.
  • Maintains records and inspections for IPP, Tanks Program, Well-field Protection, Storm Water, Backflow Program for Yearly Audit on program.
  • Attends inspections by Palm Beach County's Department of Environmental Resource Management (DERM) regarding all IPP and Backflow prevention regulated City sites
  • Ensures programs and procedures comply with environmental and regulatory requirements, in accordance with industry standards and accepted best practices.
  • Collects samples from industrial users.
  • Inspects general industrial facilities for compliance with secondary containment requirements for storage of hazardous and restricted materials.
  • Fosters positive employee relations and employee morale on a City-wide basis.
  • Works with City communications staff on developing and implementing protocols for public notifications.
  • Employee may be subject to work outside normal business hours for field visits, presentations, and other events.
  • Perform all functions and responsibilities according to the Palm Beach County Code of Ethics and Florida State Statutes 112.313.

Minimum Qualifications

  • Bachelors degree from accredited college or university in Hydrology, Geology, Environmental

Science, Engineering or related field.

  • Minimum of two (2) years of experience with utility-related water and wastewater regulatory cross connection programs.
  • Industrial Pretreatment "C" level Certification or the ability to obtain within one year in the position.
  • Ability to perform research and prepare white papers, reports and other communication.
  • Organizational and planning skills.
  • Must possess a valid Florida Drivers License with a good driving record.

Ability to establish and maintain effective working relationships with representatives of governmental agencies, the plumbing and fire technician community, other employees and utility customers. Ability to perform a variety of tasks independently under general supervision.
