Job Title: Environmental Safety Manager
Job Description
The Environmental Safety Manager provides program-level health and safety oversight for federal environmental projects, ensuring full compliance with OSHA, EPA, and related regulations. This role develops and manages safety programs and site-specific Health and Safety Plans, supports emergency and rapid-response operations, and drives continuous improvement of environmental health and safety performance across multiple contractors and project sites.
Responsibilities
- Oversee contractor health and safety programs under federal contract requirements for agencies such as EPA, USACE, or similar organizations.
- Ensure compliance with OSHA and EPA regulations, including 29 CFR 1910.120, across all assigned projects and activities.
- Monitor, audit, and enforce safety compliance across multiple projects, contractors, and operational settings.
- Develop, review, and approve site-specific Health and Safety Plans (HASPs) to address unique hazards and operational conditions.
- Maintain and improve Standard Operating Procedures (SOPs) to support consistent, compliant safety practices across the program.
- Support ongoing program-level safety documentation efforts, including reports, plans, and regulatory records.
- Develop safety plans for emergency response situations on short notice, ensuring alignment with regulatory and client requirements.
- Participate in a rotating on-call schedule to support 24/7 program coverage and provide timely safety oversight.
- Provide rapid turnaround on safety documentation during environmental incidents and rapid-response activities.
- Coordinate closely with response teams to ensure safe execution of work during emergency and incident response operations.
- Apply knowledge of health and safety law and environmental regulations to guide decision-making and risk management.
- Lead or support safety audits and inspections to identify hazards, verify compliance, and drive corrective actions.
- Manage multiple projects and priorities while maintaining high safety, compliance, and documentation standards.
- Collaborate with federal program stakeholders, project teams, and contractors to promote a strong safety culture and continuous improvement.
- Support environmental remediation and related operations by integrating EHS requirements into project planning and execution.
- Utilize safety management systems to monitor performance, implement improvements, and sustain effective EHS programs.
Essential Skills
- Bachelor's degree in Environmental Science, Safety, or a related field.
- 14+ years of environmental health and safety experience.
- Experience supporting federal programs such as EPA, USACE, or similar agencies.
- Strong knowledge of OSHA regulations, including 29 CFR 1910.120.
- Strong knowledge of EPA regulations and environmental compliance requirements.
- Proven experience developing and managing safety programs and Health and Safety Plans (HASPs).
- Experience with environmental health and safety (EHS), including assessment and control of environmental hazards.
- Experience with safety management systems and continuous improvement of EHS programs.
- Experience in environmental health, including assessment and control of environmental hazards.
- Experience in environmental remediation and related field operations.
- Experience in emergency response or rapid-response programs, including development of safety plans under tight timelines.
- Familiarity with NIOSH, ASTM, and related standards and guidance.
- OSHA 30-hour training or equivalent OSHA safety training experience.
- OSHA 500 or similar advanced OSHA training credentials.
- Demonstrated ability to manage multiple projects and priorities while maintaining high safety and compliance standards.
- Strong understanding of health and safety law and its application to environmental and industrial operations.
- Proficiency in conducting safety audits, inspections, and compliance assessments.

Pay and Benefits
The pay range for this position is $50.00 - $52.00/hr.
