Environmental & Safety Specialist

Lycoming County Water and Sewer Authority (LCWSA)—an independent authority providing water, wastewater, and stormwater services throughout Lycoming County—is seeking a full-time Environmental & Safety Specialist to join our close-knit team.
In this role, you’ll take the lead in coordinating environmental compliance and safety initiatives across multiple utility systems. You’ll work closely with internal staff, municipal partners, regulators, and consultants to protect our workforce, our community, and the environment.
What You’ll Do
- Coordinate regulatory, technical, and operational activities across water, wastewater, and stormwater programs
- Maintain and organize compliance documentation (permits, plans, reports, inspections, and monitoring data)
- Administer MS4 stormwater program requirements and collaborate with municipal and regulatory partners
- Support and strengthen a proactive safety culture through inspections, protocols, training, and incident investigations
- Track and analyze data to support regulatory compliance, asset management, and operational performance
- Prepare reports and present complex information clearly to management, stakeholders, regulatory agencies, and the public
- Assist with funding initiatives and grant applications
- Serve as a technical resource across Authority programs
What We’re Looking For
- Associate’s or Bachelor’s degree in environmental science, health & safety, engineering technology, or a related field—or equivalent experience
- Ability to manage multiple priorities independently in a dynamic environment
- Strong analytical skills with advanced proficiency in Microsoft Excel
- Utility, GIS, or CMMS experience is a plus
- Excellent communication skills and a professional, team-oriented approach
- Valid driver’s license (background check and drug screening required)
