The Epic Cogito Analyst (Software Development Specialist 3) serves as the Ohio Department of Behavioral Health (DBH) primary resource for analytics design, reporting infrastructure, and data integrity within the Epic ecosystem. This role is responsible for building, configuring, and optimizing Epic Cogito tools, including Reporting Workbench, SlicerDicer, dashboards, and enterprise analytics environments-to support clinical, operational, and financial reporting needs across the organization.

Key Responsibilities
Epic Cogito Build, Support & Optimization
- Serves as the agency's Epic Cogito analyst; designs, builds, configures, tests, and maintains Epic Cogito applications, including Reporting Workbench, SlicerDicer, dashboards, and enterprise analytics infrastructure to support clinical, operational, and financial reporting needs.
- Analyzes current reporting workflows, data requests, and analytics requirements with operational, clinical, and administrative staff; identifies gaps in data availability and reporting capability, translating business and regulatory requirements into functional Cogito build such as report design, data model configuration, and dashboard configuration.
- Configures and maintains reporting environments and data access controls that support the appropriate handling of behavioral health and sensitive-population patient data, ensuring compliance with HIPAA, applicable Ohio confidentiality standards, and agency privacy policies.
- Supports accurate data representation by coordinating with Epic application teams to ensure source system build is correctly reflected in reporting outputs; performs data validation, reconciliation, and troubleshooting across all Cogito environments.
- Manages the full change lifecycle (analysis, build, testing, validation, and go-live support) for upgrades, releases, and new implementations related to Cogito; troubleshoots reported issues, performs root-cause analysis, and resolves or escalates within established timelines.
- Builds and maintains Reporting Workbench templates, SlicerDicer data models, and Radar dashboards to meet evolving organizational reporting needs, ensuring accurate reflection of behavioral health inpatient, outpatient, and operational workflows.
- Collaborates with operational leaders, clinical informatics staff, compliance teams, and Epic module owners to gather reporting requirements, assess data quality, and deliver analytics solutions that support decision-making, regulatory reporting, and performance improvement initiatives.
- Coordinates with interfaces and integration teams to assess the impact of inbound and outbound data flows on reporting accuracy; troubleshoots data pipeline issues and resolves discrepancies between source system data and Cogito reporting content.
- Maintains documentation, test scripts, data dictionaries, and configuration records; serves as liaison between analytics consumers, operational leaders, clinical staff, compliance officers, and IT teams to ensure reporting solutions are optimized and aligned with agency goals.
Cross‑Application Support & Security
- Performs cross‑application work as Cogito workload allows, including reporting and analytics‑adjacent modules such as Prelude/Registration, EpicCare Orders Ambulatory, Healthy Planet, and operational reporting interoperability workflows.
- Assists with analysis, build, testing, and support of assigned application areas outside of Cogito; coordinates with other Epic module teams to ensure reporting outputs and data extracts accurately reflect patient record, revenue cycle, and operational data across all integrated applications.
- Applies Cogito and enterprise reporting knowledge to support accurate, secure, and timely representation of patient and operational data across internal systems, ensuring alignment with source system build and downstream reporting consumers.
- Promotes system security by adhering to agency and State IT security policies; ensures all Cogito configurations comply with privacy and access-control requirements, including restrictions on sensitive and behavioral health data within reporting environments.
Professional Development & Other Duties
- Stays current on new technologies, standards, and techniques, acquiring new skills as required.
- Completes Epic Continued Education (CEE / new version training) to maintain certifications, proficiencies, and badges; applies new functionality to improve workflows and resolve outstanding issues.
- Performs other duties as assigned to support agency information technology and health information management operations.
This is an hourly position covered by the OCSEA/AFSCME bargaining unit (union), with a pay range of 35 on the OCSEA Pay Range Schedule. Normal working hours are 8:00am to 5:00pm. This position is located within our Office of Health Information Systems, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 27th floor, Columbus, Ohio 43215.
Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at Step 1 of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.
