Definition
Under general supervision of the Community Development Department (CDD) Director, plans, directs and manages the Community's environmental protection & natural resources goals and objectives. Provides leadership to a diverse professional staff that includes Environmental Engineers, Specialists and Technicians who are tasked with protecting the Community's environmental, natural resources and Range Management efforts. Additionally duties of this position include CDD leadership level functions related to grant and budget management. This job class is treated as FLSA Exempt.

Examples of Tasks
- Supervision: Supervises Division staff members. Prioritizes and coordinates staff workflow and provides training and assistance as needed.
- Prepares Employee Performance Appraisal Reports (EPARs) for assigned supervisory staff and reviews/approves EPARs prepared by Division supervisors for assigned staff.
- Manages efforts to ensure Community enterprises and industries located within the SRPMIC are in compliance with all tribal and federal environmental related rules and regulations as applicable.
- Prioritizes and coordinates staff project management workflow.
- Establishes performance standards thereby providing a set of guidance standards and staff development processes including supervisors.
- Serves as Acting CDD Director, as requested.
- Leadership: Provides senior Division leadership including the future direction of the environmental and natural resources effort, how that guidance will impact the Community and how current and future programs and processes can be best utilized for the benefit of the Community.
- Lead strategic planning and goal setting to provide integrated environmental and natural resource management services with the Community government and its leadership.
- Represents the SRPMIC on state, regional and national committees and task forces for environmental and natural resource issues.
Mentoring: Mentors Division staff so they attain the technical and customer service skills along with experience necessary to perform independently and attain further career progression goals.
Programs, Policies and Procedures: Develops, coordinates and implements SRPMIC environmental and natural resources policies and procedures.
- Establishes and implements an environmental review and management process in accordance with the National Environmental Policy Act (NEPA).
- Identifies and develop strategies to address and effectively respond to potential environmental and natural resource related issues.
- Coordinates environmental policies and technical activities with the Community's Office of the General Counsel to develop and implement the Community Council's environmental and natural resources related goals and needs.
- Develop, coordinates and implements strategies for attaining environmental program primacy from the U.S. Environmental Protection Agency (EPA) as directed and supported by the Community Council and Administration.
- Reviews proposed federal environmental laws, rules and policy issues that may impact the SRPMIC and develops and coordinates recommendations for Community Council and Administration review, approval and implementation.
- Environmental Protection & Natural Resource Management: Researches federal environmental laws and regulations relating to air, land and water in order to establish environmental protection services to protect Community land.
- Reviews proposed federal law changes and prepares an analysis with appropriate recommendations regarding these environmental issues and whether they will affect the Community.
- Provides technical support to land development goals and objectives to incorporate sustainable measures that will assure environmental protection and preservation of the Community's natural resources.
- TERC": Serves on the Tribal Emergency Response Commission (TERC) under the Community "Right-To-Know-Title III" program.
- Project Management: Works with CDD Divisions, Community Departments and Enterprises in prioritizing and developing special environmental and natural resources related projects and goals and monitors accomplishments.
- Keeps the CDD Director informed of program challenges, obstacles, efforts, improvements and accomplishments.
- Contributes to the comprehensive planning effort by the CDD.
- May be required to interact with Public Works Department regarding Community drinking water issues and Engineering and Construction Services Department concerning irrigation water matters, plus other Departments as governmental partners in serving the Community.
Best Practices: Demonstrates continuous effort to improve Division operations, decrease project and deliverable turnaround times, streamline work processes and work cooperatively to provide timely and quality customer service to the Community, funders and partners.
Budget & Program Management: Provides guidance, direction and support to the Departmental budget. Serves as the budget administrator for the Department, including facilitating the annual budgeting process for the Department, including monthly budget analysis to support the CDD Director. This position will ensure on-time services and on target budgeting.
- Prepares and manages an annual budget to support and implement environmental protection and natural resource preservation.
- Formulates long-range budget forecasts for future efforts.
Grant Funding: Seeks, manages, reports and evaluates grant funding opportunities, applications and reporting as per Community Policy and funder guidelines for all CDD Departments.
Miscellaneous: Performs other job related tasks as assigned by the CDD Director.
Knowledge, Skills, Abilities and Other Characteristics:
- Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
- Knowledge of chemistry, biochemistry, environmental engineering and/or related environmental sciences.
- Knowledge of Federal environmental control laws, regulations and programs.
- Knowledge modern management practices, especially those effective in a technical environment.
- Knowledge of the purpose, current issues, projects, organization, policies and employee responsibilities of the Division.
- Knowledge of personnel management and personnel performance reviews.
- Knowledge of the principles and practices of employee supervision.
- Knowledge of the practices, policies, and procedures of environmental management, research and protection including air, solid waste, water quality, wastewater, pesticides and hazardous waste.

Minimum Qualifications
- Education & Experience: A Bachelor's degree from an accredited college or university in Environmental Engineering, Environmental Science, Environmental Planning, Physical Science, Civil Engineering, Water Resources, Water Planning or a closely related field, AND 5 years of full time work experience in an environmental program.
- 3 years supervisory experience is required.
- A Master's degree in a job related discipline is preferred and may substitute for 1 year work experience.
- Equivalency: Equivalent combinations of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.
- Insurability: Must possess a valid Arizona operator's license and be insurable under the tribal insurer requirements which are outlined as follows. Must be at least 21 years of age for all driving positions which require transporting others as a routine job duty. Driving disqualifications will occur if during the last three (3) years, the driver has any of the following convictions: for a felony; sale, handling or use of drugs; alcohol or drug related offense that is automobile related; three (3) or more speeding violations; more than two (2) speeding tickets in excess of 15 mph; one or more other serious violations. "Serious violations" are defined as: driving under the influence of alcohol/drugs; violation for alcohol offence during use of a vehicle; failure to stop/report an accident; driving while impaired; making a false accident report; homicide, manslaughter or assault arising out of the use of a vehicle; driving while license is suspended or revoked; racing; attempting to elude a police officer. Other disqualifications would include having a driver's license suspended or revoked and involvement in two (2) or more chargeable incidents.
- Special Requirements: May be required to stand or walk for extended periods, be exposed to severe weather conditions including heat and cold as well as lift and carry special (heavy) equipment or other objects. May also be exposed to solid waste and hazardous materials or chemicals.
