Description

OVERVIEW & PURPOSE:

Performs responsible skilled equipment operation work in the County Solid Waste Management Department.

Employees in this class are assigned to Transfer Station operations. Employees operate roll off truck or tractor trailer to haul solid waste materials to landfills, recycling market vendors or other sites. Employee will operate rubber-tired loader to mix and push waste into trailer for hauling; will also operate backhoe to compact waste into trailers and roll-off boxes. Employees perform maintenance and makes repairs and adjustments to Transfer Station equipment. Employees also assist in various semi-skilled and unskilled tasks when not engaged in equipment operation and repair. Workers are subject to indoor and outdoor environmental conditions including extreme heat, cold and noise. Work in solid waste management also involves exposure to physical conditions such as moving mechanical parts; atmospheric conditions such as odors and dust; and skin exposure to oils. Work may be subject to OSHA's blood borne pathogen standards. Work is performed under regular supervision and evaluated in progress and upon completion for adherence to standards, safety, and operational requirements. Reports to the Transfer Station Supervisor.

Examples of Duties

ESSENTIAL FUNCTIONS:

A position may not include all the work examples given, nor does the list include all that may be assigned.

Operates heavy roll off container or transfer trucks to transport solid waste to the landfill or to recycling market vendors; insures loads are properly secured and covered.

Operates front end loader to load materials into trucks or to push garbage into containers; operates backhoe or other equipment to compact solid waste materials in containers and bins.

Operates loader to spread gravel on roads and parking areas.

Instructs truck drivers where to dump waste; observes waste being dumped at the landfill for proper materials; separates out materials not allowed.

Inspects assigned equipment for proper operation and safety; performs preventive maintenance and makes repairs and adjustments to heavy equipment; assists the mechanic when needed.

Maintains simple records of work activities.

Performs and records random waste screenings.

Mows grass as needed; participates in landscape and facility maintenance at solid waste facilities; participates in snow removal.

Assists with cleaning up around transfer stations and collection sites.

ADDITIONAL FUNCTIONS:

May substitute for other employees at collection or transfer sites.

Performs related tasks as required.

KNOWLEDGE, SKILLS, & ABILITIES:

Considerable knowledge of the operation and maintenance of heavy construction equipment.

Considerable knowledge of the occupational hazards and preventive safety measures of working in a landfill and operating heavy equipment.

Ability to establish and maintain effective working relationships with the public and other employees.

Ability to follow oral and written instructions.

Ability to work 12-hour shifts in a demanding environment.

Typical Qualifications

EDUCATION/EXPERIENCE "REQUIREMENTS":

Graduation from High School or GED is preferred but not required. Two (2) to three (3) years over-the-road tractor trailer and heavy equipment experience.

ADDITIONAL "REQUIREMENTS":

Possession of appropriate valid North Carolina Drivers License; requires Commercial Driver's License with Class A endorsements.
