JOB DESCRIPTION:Length of work year: 12 monthsEmployment Type: Full-TimeFLSA Status: Non-ExemptCompensation: Min. $29.92/hour - Max. $38.30/hourApplication Deadline: Open Until Filled MISSION STATEMENTJoin Kings Community Action Organization (KCAO) and make a difference in Kings County, CA as a ERSEA Coordinator.  KCAO envisions a future where all people in Kings County are able to live with dignity, have access to available resources and have the opportunity, motivation and ability to live economically productive and satisfying lives.Our Mission: Working as a team, KCAO will seek and provide programs that develop self-sufficiency in individuals, families, and communities within Kings County.Our Vision: Kings County residents and communities will achieve self-sufficiency through the high quality and client-focused programs of KCAO. JOB SUMMARY:ERSEA coordinator responsible for the design, coordination, monitoring and continuous improvement of the ERSEA management system to ensure compliance, full enrollment, effective recruitment, appropriate selection, accurate eligibility determination, and attendance monitoring.Complies with all regulations applicable to Head Start, California Department of Education (CDE), California Department of Social Service (CCTR), and state licensing regulations. DUTIES AND RESPONSIBILITIES:Evaluate, design and monitor systems to process enrollment applications, including determination of eligibility criteria. Develop a comprehensive ERSEA Service Area Plan with yearly updates. Prepare and distribute timely reports and tracking regarding ERSEA updates.Maintain systems, database, files, etc. ensuring security of data.Monitor Childcare provider payments.Participate in annual audit as necessary.Participate in completing grants and contracts as necessary.Provide training and technical assistance to all staff regarding enrollment, attendance, eligibility, and recruitment practices for Head Start and State Preschool Programs.Develop policies, procedures, and protocols that support the Head Start Performance Standards and ensure optimal attendance, enrollment, eligibility, selection, and recruitment practices.Monitor enrollment and attendance on a daily basis throughout all programs in order to ensure full enrollment, vacancies are being filled, and attendance meets the established threshold. Submit monthly report to Head Start Director.Provide information, referral and coordinating efforts to link staff and families with appropriate child care resources. Support families through the application and eligibility process. Assist in the development of recruitment and enrollment materials, forms, and reports.Conduct and supports recruitment activities and maintains documentation. Prepare and distribute to management team, timely reports and tracking regarding ERSEA updates.Assist with program development and the delivery of quality program services.Analyze and prepare projections for State contracts.Monitor systems for processing enrollment applications including determination of eligibility and selection criteria.Prepare and distribute to management team, timely reports and tracking regarding ERSEA updates.Responsible for the quality and timeliness of work, meeting project deadlines, submitting monthly paperwork and reports and achieving optimal results with little need for oversight.Works in conjunction with the management team, center staff and community organizations in completion of program goals, on-going monitoring, program self- assessment, grant application and Program Information Report.Attend recruitment events, forums, external training, and community events to promote and inform the public and private sectors regarding services provided.Perform other duties as required.EDUCATION/EXPERIENCE REQUIREMENTS:Bachelor's Degree in Public or Business Administration, Human Development, Social Services, Behavioral Science or related field from an accredited institution of higher education.ANDTwo years of experience in a social service agency.Two years of supervisory experience.OTHER REQUIREMENTS:Travel and attend out of area meetings and conferences as required per the funding source(s).Work variable hours and days, including those outside regular Monday through Friday, 8 a.m. to 5 p.m. business hours.Meet and maintain KCAO hiring requirements which include: Criminal Record Clearance through the California Department of Justice, FBI and Child Abuse Centralized Index (CACI), National Sex Offender Public Website (NSOPW), and the California Sex and Arson Registry (CSAR) (Megan's Law).  Reliable, insured transportation and valid California Driver License.Motor Vehicle Report (MVR) acceptable to KCAO's vehicle insurer.Health examination with tuberculin clearance.AND contingent on employment candidates will be required to provide documentation of your Measles, and Pertussis immunizations.Influenza immunization is highly preferred.Ability to be contacted outside of regularly scheduled work hours in case of emergency. KCAO is an Equal Opportunity Employer and a Drug Free Workplace KCAO participates in the E-Verify program that electronically confirms an employee's authorization to work in the United States that complies with the I-9 form.
