General Summary:
Serves as a key member of the executive leadership team and provides strategic direction, executive oversight, and accountability for DART's development portfolio, including capital planning, capital program governance, real estate, transit-oriented development, environmental compliance, Design and Construction to include design consultants and contractors. Ensures development programs align with the Agency's strategic priorities, financial capacity, regulatory requirements, and long-term service objectives.
Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provides executive leadership and strategic oversight for the Agency's development portfolio, including capital planning, real estate, transit-oriented development, environmental compliance, and capital investment initiatives.
- Establishes and oversees the implementation of development strategies, policies, priorities, and performance objectives that support DART's mission and long-range plans.
- Leads the planning and responsible management of the Agency's Capital Improvement Program, working closely with executive leaders and key stakeholders.
- Serves as a strategic advisor to the Chief Executive Officer and actively participates in executive leadership discussions regarding organizational priorities, investments, and resource allocation.
- Provides effective program oversight, manages finances responsibly, addresses risks, and holds development programs and initiatives accountable for results.
- Leads major capital projects, real estate deals, transit-oriented development, and upgrades to the Agency's infrastructure.
- Represents the Agency before the Board of Directors, governmental agencies, community organizations, industry partners, regulatory entities, and other stakeholders on matters related to development and capital investment.
- Supports the pursuit of federal, state, regional, and local funding opportunities and partnerships that advance strategic development objectives.
- Promotes organizational excellence through leadership development, succession planning, innovation, and continuous improvement initiatives.
- Monitors emerging industry trends, best practices, technologies, and regulatory developments relevant to transportation infrastructure, development, and capital investment
- Performs other related duties as assigned.
MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Engineering, Planning, Finance, or a related field. Master’s degree preferred.
- Ten (10) years of progressively responsible executive or senior leadership experience in capital development, infrastructure, transportation, engineering, real estate, public administration, or related fields.
- Demonstrated experience leading a complex department or functional area, overseeing large-scale capital investment programs, and managing multidisciplinary teams.
- Knowledge of strategic planning, capital program governance, financial management, public-sector administration, and organizational leadership principles.
- Knowledge of funding strategies, regulatory requirements, risk management, and stakeholder engagement associated with major infrastructure and development programs.
- Strong leadership, communication, negotiation, and relationship-building skills.
- Ability to analyze complex issues, develop strategic solutions, and make sound executive decisions in a dynamic environment.
- Ability to effectively communicate with executive management, governing boards, elected officials, community leaders, business partners, and other stakeholders.
- Ability to build high-performing teams, foster collaboration, and promote accountability and professional development.
- Proficiency with project management technology used to plan schedules, track budgets and milestones, manage risks and documents, and report project progress, as well as Microsoft Office and related business applications.
- Ability to work the hours necessary to meet operational needs, including during emergency response, disaster recovery, and other special circumstances, as required.
WORKING CONDITIONS:
Works primarily in an office environment with occasional visits to project sites, operating facilities, and community or stakeholder meetings. May be exposed to varying weather conditions, construction environments, noise, dust, and other field conditions while observing all applicable safety requirements and procedures.
