Please use the link below to apply for consideration; Application Link Position Summary Reporting to and in support of the Chief Operating Officer (COO), the Executive Vice President of Housing Choice Voucher is responsible for the day-to-day operations and management of the Housing Choice Voucher Program (HCVP), inclusive of Tenant Based Vouchers, Traditional Project-Based Vouchers (PBVs), RAD-PBVs, and Community Based Rental Assistance Programs. The Executive Vice President of Housing Choice Voucher ensures all program(s) meet HUD rules and regulations as well as INLIVIAN policies and procedures. Performs managerial, supervisory, and administrative tasks involved in planning, organizing, coordinating, and directing efforts to ensure program compliance, program utilization, waitlist management, housing quality standards, fiscal management, and special initiatives. The duties listed below are illustrations of the various types of work that may be performed. Responsibilities include, but are not limited to, the following: Responsibilities Plans, directs, manages, and monitors all facets of the Housing Choice Voucher program – Tenant Based Vouchers, Project-Based Vouchers (PBV), and Community Based Rental Assistance Programs, including program staff, to ensure compliance with HUD rules and regulations, the Agency’s Administrative Plan, and federal, state, and local regulations, laws, and ordinances in order to foster effective and efficient operations as well as innovation and flexibility in accordance with INLIVIAN’s Moving to Work (MTW) designation.
Plans, supervises, and monitors daily overall activities, documentation, and report submissions of the department’s programs. Makes effective policy, administrative, and management decisions on routine activities of program operation.
Analyzes program turnover on a continuing basis in order to ensure sufficient voucher utilization.
Reviews, interprets, and implements rules, regulations, and legislation pertaining to the HCVP and PBV programs and makes changes to Agency policies and procedures as appropriate to ensure program compliance.
Ensures efficient wait list management and leasing, recertification processing, and Housing Quality Standards (HQS) inspection compliance.
Makes recommendations and/or decisions regarding noncompliance and/or fraud related to participating families or individuals and supervises employees assigned to monitor participant compliance.
Interacts with investors, financial institutions, federal, state, and local officials, and clients to create an environment of collaboration to support system-wide approaches to program planning and decision making.
Oversees the determination of utility allowances. Analyzes utility rates and other services in developing and maintaining utility allowance schedules to ensure HUD compliance.
Coordinates with the Client Services Division regarding Family Self-Sufficiency (FSS), Moving to Work (MTW), Destination Homeownership, Opportunity Housing, and other client services programs to assist and recommend participants in needed social service assistance.
Represents the Agency at public presentations and department and/or divisional meetings.
Facilitates reconciliation between housing providers/owners and tenants/participants to determine an amicable solution for both parties in resolving conflicts.
Ensures that staff receives necessary trainings to ensure that they are subject matter experts in program-specific areas.
Ensures that appropriate required reports, Board actions, and legal responses required by the Agency and HUD are prepared and presented to the appropriate stakeholders in a timely manner.
Oversees and participates in the preparation of and coordination of the Agency’s HCVP and MTW annual budget and monitors expenditures during the year.
Prepares and submits all funding applications for relevant programs. Monitors program outreach efforts for the HCVP assistance programs and evaluates results.
Reviews and evaluates data for the Agency’s jurisdiction to ensure compliance with HUD regulations for rent reasonableness determination. Monitors vendors to ensure rent reasonableness compliance.
Ensures the collection, review, correction, and electronic submission of Form HUD-50058 and ensures that the following reports are retrieved and monitored in PIC: Late annual re-exam, Late HQS Inspections, Rent Calculations, and Reporting Rate.
Monitors monthly disbursements of Housing Assistance Payments to ensure maximum program utilization.
Supervises staff, providing ongoing assistance to support a positive and productive working environment. Approves and oversees the selection, employment, training, direction, supervision, utilization, discipline, and termination of department employees and makes recommendations for other personnel-related activities. Sets standards, frameworks, performance indicators and protocols, identifying necessary responses to overcome performance issues and takes appropriate action where required.
Successfully maintains positive Agency image and working relationships with the community and local, state, and federal government officials.
Attends professional meetings, seminars, and conferences to keep abreast of new trends, activities, and concepts in the HCVP. Supports, assists, and works with other Agencies and affiliated organizations in mutually beneficial joint efforts.
Participates in community activities and functions relevant to Agency objectives; maintains membership and participates in appropriate community service organization(s) and activities.
Accountable for consistent adherence to strong Agency standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of Agency materials, supplies, resources, and other assets.

Education and Experience Bachelor’s degree from an accredited college or university with a concentration in Business, Public Administration, or a closely related field and seven (7) years of increasingly responsible experience in administering a Housing Choice Voucher Program, property management, and/or low-income or affordable housing, including three (3) years of supervisory experience, or an equivalent combination of education and experience sufficient to fulfill essential position functions. Supervision Controls The Executive Vice President of Housing Choice Voucher department receives occasional broad instructions from the COO. The employee initiates and follows through on activities without supervisory direction. Deadlines, priorities, and objectives are developed independently or in consultation with the COO. The employee provides guidance to subordinates in the Housing Choice Voucher Department, setting priorities and deadlines.
