Job Summary: Our client is looking for an Electronic Warfare / Electromagnetic Spectrum Specialist to join our team at Langley AFB, Virginia. The successful candidate will provide technical and programmatic expertise, advising Air Combat Command in organizing, training, and equipping Client airmen for EMS dominance. The specialist will support the Client/A3/2/6KL EW/EMS Branch in their functional, administrative, and programmatic responsibilities for Client/A3 EW/EMS operations. The hiring manager is targeting candidates that have worked on the prior aircraft: EC-130H, RC-135, EA-18G, F-16CJ, B-52, B-1B, B-2, F-35
- Support the development of Client's roles and responsibilities for Joint Electromagnetic Spectrum Operations (JEMSO), Joint All Domain Command and Control (JADC2), Electromagnetic Battle Management (EMBM), and other EW/EMS programs.
- Support the development, review, preparation, and coordination of EW and EMS operations instructions, technical orders, policy, guidance, Air Force Instructions (AFIs), and tactical manuals.
- Coordinate with Air Force Functional Area Managers (FAMs), Weapon System Teams (WST), Program Managers (PMs), and System Program Offices (SPOs) for EW/EMS programs and equipment.
- Support operational policy development, management of operational deployments, and Global Force Management (GFM) activities and taskings.
- Assist in developing and prioritizing EW/EMS reprogramming priorities and capabilities with Spectrum Warfare Wing.
- Assist in readiness activities by reviewing, coordinating, and preparing Defense Readiness Reporting System (DRRS) reports, Unit Training Codes (UTC), Mission Essential Tasks (METS), Global Force Management Allocation Plan (GFMAP), and other GFM activities.
- Engage in deliberate crisis action planning using Joint Operation Planning and Execution System (JOPES) and the Deliberate Crisis Action Planning and Execution Segments (DCAPES).
- Help establish policy and guidance for operations training devices/simulators, EW/EMS Live Virtual Constructive (LVC)/Distributed Mission Operations (DMO), and ensure the accuracy and credibility of training devices.
- Support the development, review, preparation, and coordination of EW and EMS training, range policy/sustainment, and integration into Department of Defense (DoD) training ranges.
- Participate in Combatant Command (CCMD) exercises, document training, and provide recommendations to meet CCMD guidance.
- Aid in the development of EW and EMS academic training, oversight of training, and identification of training deficiencies and solutions.
- Facilitate Planning, Programming, Budgeting, and Execution (PPBE) for EW/EMS systems and submit requests in the Client Consolidated Planning System as necessary.
- Assist in capability requirements document development, management, and gap analysis for weapon systems and major program areas.
- Assist with management of training, health, and manning of EW and EMS career fields, and help repair disconnected EW/EMS programs.
- Prepare Air Force responses to the Joint Requirements Oversight Council (JROC).
- Support modernization and sustainment planning across Major Commands (MAJCOMs), United States Government agencies, system program managers (SPMs), and Headquarters Air Force (HAF) functional offices.
Required Qualifications:
- Possess a Top Secret//SCI clearance.
- Have 6 years of operational mission experience in DoD aircraft as a rated aircrew member operating Electronic Warfare (EW) systems.
- Demonstrate 5 years of operational experience in integrating EW, Cyber, Information Operations, Space, and Intelligence, Surveillance, and Reconnaissance (ISR) effects.
- Hold 5 years of experience managing DoD aircraft EW systems or related operations programs.
- Desirable: 2 years of experience in wing or higher staff roles, managing EW and EMS programs.
Education & Experience:
- A Bachelor's degree in a relevant field.
