POSITION TITLE: Executive Director

STATUS: Full-Time, Exempt, Appointed Position

SALARY: DOE/DOQ in accordance with TEDD policy

SUMMARY

Tri County Economic Development District (TEDD) is a regional economic development organization serving Ferry, Stevens, and Pend Oreille Counties in Northeast Washington. TEDD works in partnership with local governments, businesses, tribes, state and federal agencies, nonprofit organizations, and community stakeholders to advance economic vitality, infrastructure development, transportation planning, broadband deployment, business finance, and regional resilience.


The Executive Director serves as the chief executive officer of TEDD and is responsible for the overall leadership, administration, strategic direction, and management of the organization. The Executive Director works under the direction of the TEDD Board of Directors and is responsible for implementing board policies, managing organizational operations and finances, supervising staff, administering programs, developing partnerships, securing funding, and advancing regional economic development priorities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides overall leadership and management of TEDD operations, programs, staff, and resources.
  • Implements policies and directives established by the TEDD Board of Directors.
  • Develops organizational goals, strategies, work plans, and annual priorities consistent with TEDD’s mission and regional needs.
  • Oversees preparation and implementation of the regional Comprehensive Economic Development Strategy (CEDS).
  • Supports economic diversification, business retention and expansion, entrepreneurship, workforce development, tourism, infrastructure investment, and community revitalization initiatives.
  • Oversees TEDD-administered programs including EDA Planning District activities, ADO programs, RTPO activities, revolving loan fund programs, broadband initiatives, and grant-funded regional projects.
  • Coordinates grant administration, reporting, audits, reimbursement requests, and compliance activities.
  • Assists member jurisdictions and partner organizations with funding opportunities, grant applications, and project management when appropriate.
  • Develops and administers TEDD’s annual operating budget and oversees organizational financial management.
  • Provides oversight and administrative support for TEDD’s revolving loan fund programs.
  • Establishes and maintains productive working relationships with local governments, tribes, businesses, nonprofit organizations, and state and federal agencies.
  • Represents TEDD in meetings, conferences, legislative discussions, and public forums.
  • Supervises staff including hiring, training, evaluation, and professional development.
  • Performs other duties as assigned by the Board of Directors.

QUALIFICATIONS

  • Bachelor’s degree in business, economics, public administration, planning, finance, or a related field is preferred.
  • Minimum of ten (10) years of progressively responsible experience in economic development, business, public administration, finance, planning, program management, or a related field.
  • Demonstrated supervisory and organizational leadership experience.
  • Experience with grants, public finance, broadband, infrastructure, or revolving loan funds preferred.
  • Knowledge of rural economic development challenges and opportunities highly desirable.
  • Experience working with local governments, federal and state agencies, boards, or intergovernmental organizations preferred.
  • Strong written, verbal, organizational, and interpersonal communication skills.
  • Ability to manage multiple programs and priorities simultaneously.
  • Proficiency with standard office software, financial systems, databases, and virtual communication platforms.

CERTIFICATES, LICENSES, AND REQUIREMENTS

  • Must be bondable.
  • Must possess a valid Washington State driver’s license.
  • Must provide proof of insurability.
  • Must be able to travel periodically throughout the region and occasionally outside the region.
