    Position Summary

    Delaware County Community College (DCCC), located outside of the Philadelphia Metro area, is looking for a talented and dynamic Executive Director of Enterprise Applications & Digital Transformation in our Office of Information Technology to join our team of diverse higher education professionals who are committed to student success.

    The Executive Director, Enterprise Applications and Digital Transformation provides leadership for the Colleges major administrative applications and technology-enabled transformation initiatives. Reporting to the Vice President, Information Technology, the Executive Director leads the enterprise applications portfolio, including Ellucian Banner, enterprise reporting, integrations, and systems supporting enrollment, student records, financial aid, finance, human resources, workforce development, constituent relationship management, document management, degree audit, identity and directory services, and related administrative functions.

    The Executive Director leads a team of College employees, Ellucian-contracted personnel, and consultants, and is responsible for the reliability, modernization, integration, and strategic evolution of the Colleges enterprise application environment. Key priorities include the multi-year modernization of Banner and preparation for an eventual transition to Ellucian SaaS; modernization of integrations and data-access practices; reduction of technical debt and vendor dependency; technology enablement of institutional data governance; evaluation and implementation of artificial intelligence solutions; and technology-enabled transformation of administrative processes.

    This is a working leadership position. It combines strategic planning and organizational leadership with sustained technical engagement through architecture and design review, integration design, code review, complex troubleshooting, testing, and prototyping. The Executive Director manages assigned application budgets and expenditures, vendors, contracts, and enterprise application investments, and recommends spending, contract, and priority decisions to the Vice President, Information Technology, who holds institutional technology strategy, IT policy and governance, the cybersecurity program, and overall budget authority.

    In coordination with the Vice President, Information Technology and the Colleges virtual Chief Information Security Officer (vCISO), the Executive Director develops and maintains software development and automation standards that apply across the Office of Information Technology, including staff and contracted resources outside this positions direct reporting line.

    Essential Functions

    • Develop and maintain the strategic roadmap and lifecycle plan for the Colleges enterprise application portfolio in alignment with institutional and technology priorities. Maintain an authoritative inventory of systems, integrations, technical and functional owners, contracts, data classifications, lifecycle status, and technical debt;
    • Lead the multi-year modernization of Ellucian Banner and preparation for an eventual transition to Ellucian SaaS, including the identification and remediation of customizations, reports, scripts, jobs, integrations, direct database connections, and third-party dependencies that affect modernization readiness;
    • Partner with College leaders to understand business needs, redesign administrative processes, reduce unnecessary manual work, improve service delivery, and identify opportunities for automation and technology-enabled transformation. Functional leaders retain accountability for business policy, process decisions, and operational outcomes;
    • Provide technology leadership for institution-wide data governance and artificial intelligence initiatives, including the evaluation, planning, implementation, and responsible use of enterprise AI solutions, and serve in a leadership role on the Colleges AI governance committee;
    • Lead the administration, configuration, integration, testing, maintenance, monitoring, support, and continuous improvement of Banner and the Colleges other major administrative applications, with accountability for availability, performance, reliability, and supportability;
    • Modernize integration and data-access methods using Ellucian Ethos, APIs, managed reporting, event-based integration, automation, and other supported technologies; reduce unsupported customizations, direct database dependencies, and technical debt;
    • Establish and maintain appropriate technical standards for software development, SQL and PL/SQL, APIs, integrations, extracts, scripting, automation, reporting, source control, testing, documentation, and change management. Remain technically engaged through architecture and design review, complex troubleshooting, code review, testing, prototyping, and selective development or configuration;
    • Ensure enterprise applications meet College requirements for cybersecurity, privacy, accessibility, records management, business continuity, and regulatory compliance, and maintain appropriate architecture, integration, dataflow, operational, and support documentation;
    • Lead and provide day-to-day direction to employees, contracted resources, consultants, and implementation partners supporting enterprise applications and digital transformation. Hire, supervise, evaluate, mentor, and develop assigned College employees and establish clear expectations and accountability for contracted resources;
    • Establish effective documentation, cross-training, succession planning, and knowledge-transfer practices to reduce keyperson and vendor dependency and build sustainable support models;
    • Build collaborative relationships with academic and administrative leaders; establish transparent processes for evaluating and prioritizing enterprise application requests and projects; and communicate schedules, progress, risks, dependencies, and performance measures to the Vice President, Information Technology;
    • Manage assigned application budgets and expenditures, forecast costs, and participate in procurement, vendor selection, contract management, service-level oversight, and renewal decisions. Evaluate vendor and consultant performance and recommend changes in scope, resources, or services as appropriate;
    • Serve as a senior escalation point for critical enterprise application incidents and participate in scheduled maintenance, major implementations, cutovers, and the OIT leadership on-call rotation;
    • Participate in interactive, on-site meetings during normal business hours and on a regular basis; regular on-site OIT office hours;
    • Perform other duties as assigned.

    The successful candidate must be an engaging, effective, innovative, dynamic leader who is strategic and fosters collaboration in a manner that is flexible and supportive yet ensures accountability. This individual will be able to demonstrate the use of best practice strategies associated with managing enterprise applications and solutions. The Executive Director will have a demonstrated ability to encourage, model, embrace, and incorporate diverse thought and perspective of all individuals of various backgrounds, ideas, and perspectives to foster an all-inclusive environment and drive results.

    Experience & Education

    Qualified candidates will have five-plus (5+) years responsible experience in enterprise applications or ERP administration, including at least three years in a formal supervisory, management, or team leadership role. Deep hands-on experience with Ellucian Banner is required, including configuration, underlying data structures, integrations, reporting, custom code, and operational support. Experience directing contracted resources, consultants, or implementation partners is required including responsibility for deliverables, service levels, and performance expectations. Bachelors degree in Information Systems, Computer Science, Business, or a related field is required. An equivalent combination of education and directly related experience will be considered.

    Preferred Qualifications: Project Management Professional(PMP) or CAPM, ITIL4Foundation, Ellucian Banner certifications, Prosci or comparable change-management certification, or other relevant technical or leadership credentials. Masters degree in Information Systems, Computer Science, Business, Data Analytics, or a related field preferred. Higher education or public-sector experience is preferred.
