    Position Title: Executive Director of Curriculum and Instruction/Federal Programs

    Department: Curriculum and Instruction

    Reports To: Superintendent

    FLSA Status: Exempt

    Position Summary

    The Executive Director of Curriculum and Instruction/Federal Programs provides strategic leadership, vision, and oversight for all instructional programs and federally funded initiatives within Weldon City Schools. This role is responsible for ensuring high-quality teaching and learning, alignment of curriculum and assessment, compliance with federal program requirements, and continuous academic improvement across the district.

    The Executive Director leads key academic departments and initiatives, including Charger Academy, curriculum development, instructional coaching, exceptional children services, career and technical education, advanced learning programs, and parent engagement efforts.

    Essential Duties and Responsibilities

    Instructional Leadership

    • Develop, implement, and monitor a district-wide vision for curriculum, instruction, and assessment aligned with state standards and district goals.
    • Ensure the effective delivery of high-quality, data-driven instruction across all schools.
    • Lead continuous improvement efforts to increase student achievement and close learning gaps.
    • Oversee curriculum adoption, instructional resources, and assessment systems.

    Supervision and Management

    Directly supervises:

    • Director of Curriculum and Instruction
    • Director of Exceptional Children
    • Director of Career and Technical Education (CTE) / Testing and Accountability
    • Instructional Coaches
    • AIG (Academically or Intellectually Gifted)
    • Provide leadership, coaching, and evaluation for all direct reports.
    • Ensure alignment and collaboration across departments to support instructional excellence.

    Federal Programs Oversight

    • Administer and monitor all federal programs (e.g., Title I, II, III, IV, and other grants).
    • Ensure full compliance with federal, state, and local regulations.
    • Oversee budgeting, planning, and reporting for federal funds.
    • Collaborate with school leaders to maximize the impact of federal resources on student outcomes.

    Student Programs & Innovation

    • Provide oversight and strategic direction for Charger Academy, ensuring it meets the academic, behavioral, and social-emotional needs of students.
    • Support innovative instructional models and alternative learning environments.

    Parent and Community Engagement

    • Develop and implement strategies to increase meaningful parent and family engagement across the district.
    • Ensure compliance with federal parent engagement requirements.
    • Foster strong partnerships with families, community organizations, and stakeholders to support student success.

    Assessment and Accountability

    • Oversee district testing programs and accountability measures.
    • Analyze student performance data to inform instructional decisions and district strategies.
    • Ensure accurate and timely reporting of academic outcomes.

    Professional Development

    • Design and implement district-wide professional learning aligned to instructional priorities.
    • Build leadership capacity among principals, instructional staff, and district leaders.

    Other Duties

    • Serve as Superintendent's Designee
    • Serve as a key member of the Superintendent's leadership team.
    • Present reports and recommendations to the Board of Education as needed.
    • Perform other duties as assigned by the Superintendent.

    Qualifications

    Education and Experience

    • Master's degree in Education, Curriculum and Instruction, Educational Leadership, or related field required (Doctorate preferred).
    • Minimum of 7-10 years of successful experience in education, including school or district-level leadership.
    • Demonstrated experience in curriculum development, instructional leadership, and federal program management.
    • Experience supervising and evaluating staff.

    Licensure

    • Valid North Carolina School Administrator License (or eligible for licensure) required.

    Knowledge, Skills, and Abilities

    • Deep knowledge of curriculum design, instructional best practices, and assessment systems.
    • Strong understanding of federal education programs and compliance requirements.
    • Proven ability to analyze data and drive instructional improvement.
    • Exceptional leadership, organizational, and communication skills.
    • Ability to build collaborative relationships with staff, families, and community stakeholders.
    • Commitment to equity and excellence for all students.

    Working Conditions

    • Office and school-based environment with regular visits to school sites.
    • Occasional evening and weekend work required for meetings and events.

    Evaluation

    Performance will be evaluated in accordance with the North Carolina Educator Effectiveness System and local board policies.
