Title:Executive Director of Human Resources

Qualifications:
  • Minimum of Master's degree from an accredited college or university.
  • DESE Licensure as an Assistant Superintendent or Superintendent
  • Minimum of six (6) years of successful experience in education in one of the allied areasof Human Resources and experience as a Supervisor / Director
  • Knowledge of Federal and State Laws and Policy, which applies to the programs under the supervision of this position
  • Strong analytical, interpersonal, and communication skills
  • Highly motived, self-starter who can work independently with or without extensive supervision
  • Familiar with technology that will make the work of the Human Resources office more efficient. Also familiarity with K-12 Job Spot, School Spring and online recruitment.
  • Has a strong commitment to the district's goals and works toward meeting those goals
  • Demonstrates a high degree f skill in working with a wide variety of school, city, and agency stakeholders

Reports to: Superintendent of Schools

Job Goals: To plan, coordinate, and supervise the operation of the Human Resource office and to promote the overall efficiency of the school system. The Executive Director of Human Resources oversees, and manages employee relations providing information and serving as a resource to others; to achieve defined objectives by planning, evaluating and developing, implementing and maintaining services in compliance with established district guidelines; and to serve as a member of the Central Administration. This position provides leadership to the system in the following areas: training initiatives, licensure, employee relations, labor, staffing, hiring, recruitment, retention and negotiations

Performance Responsibilities:
  • Manages all phases of the hiring process for all positions of the district; responsible for approval of position, posting, recruitment, communication and completing of all onboarding requirements as well as the administration of personnel policies, processes , and employment agreements.
  • Plan and direct a program for selection and assignment for the highly-qualified teachers and personnel.
  • Interview applicant, check references, and make recommendations to the superintendent for all staffing appointments.
  • Provide substantial, ongoing and sustained support to district administrators regarding all personnel maters.
  • Oversee and, as necessary, chair search committee(s), for administrative hirings and make presentations to the School Committee, as required.
  • Responsible for personnel management of all employees including professional staff and non-union employees.
  • Ensure compliance with State licensure requirements across the district for all professional staff, as needed; counsel staff on licensure issues, working closely with Massachusetts Department of Elementary and Secondary Education (MA DESE) to ensure proper licensure.
  • Assist in the development and coordination of new staff orientation program.
  • Gather, develop, track, review and analyze personnel data and reports in order to maintain compliance with internal and external policies, laws, and procedures.
  • Responsible for leading the development, implementation, and monitoring of training and awareness programs, strategic plans, initiatives, and recruitment that promote diversity, equity, and inclusion with the district and with committees and school leaders.
  • Assist with the interpretation and implementation of collective bargaining process for all units, as well as individual employment contracts for non-union staff.
  • Manage the Family Medical Leave Act (FMLA) entitlement for all employees, and other leaves of absence requests.
  • In collaboration with principals, recommends all assignments, transfers, and dismissals
  • Administers policies as they apply to personnel, practice teacher agreements between district and participating colleges and universities.
  • Supervises and evaluates all staff of the personnel office.
  • Attends regular meetings as part of the Superintendent's Leadership Team and served to improve communication, cooperation, and planning.
  • Plans, develops, and revises personnel management policies in accordance with state legislation for submission to the Superintendent and School Committee for adoption and maintains personnel policy handbook.
  • Supports the Superintendent in administrative efforts: interprets the Superintendent's ideas and decision to staff and public; keeps the superintendent informed of pertinent information events; and sees the Superintendent's input on decisions, as necessary.
  • Engages in actively advocating, promoting, and securing the rights of all persons, with particular reference to employees of the school system.
  • Maintains, updates, and prepares job descriptions for all staff.
  • Consults and advised administration on a wide variety of sensitive personnel issues (e.g., discipline, hiring, return to work, etc.) to minimize the risk to the school system and to assist in effective decision-making and the enforcement of all relevant policies, procedures, and regulations.
  • Coordinates those aspects of labor management related to employment contracts, and compensation schedules to assure alignment with district policies, relevant laws, contracts, and collective bargaining agreements.
  • Directs district operations for the purpose of maintaining compliance with organizational objectives, and ensures adherence to legal, financial, and district requirements related to personnel.
  • Represents administration in due process hearings, grievance hearings, and administrative procedures for the purpose of ensuing that all laws, policies, and regulations are followed or coordinates with outside legal counsel representing district in such matters.
  • Maintains manual and electronic document files and records for the purpose of providing accurate information and maintain compliance with regulatory requirements and established guidelines.
  • Monitors a variety of personnel-related processes (e.g., posting process, interview schedules, certification, personnel transfers, new employee orientation, unemployment hearings etc.).
  • Work with the Chief Financial Officer, Chief Information Officer and Chief Operations Officer to monitor district staffing, budgets, expenditures, and personnel activities.
  • Recommends policies, procedures and / or actions in order to provide directions for meeting the district's goals and objectives.
  • Tracks and notifies staff who have earned professional teacher status (PTS)
  • Oversees and implements all staffing elements required by district policies, protocols and collective bargaining agreements
  • Performance of additional duties as designed by Superintendent in accordance with district needs

  • Salary $160,00-$200,000
