Job Title: Executive Director of Operations

Reports to: Superintendent of Schools

Dept./School: Ed Center/Operations

Wage/Hour Status: Exempt

Pay Grade: Business 7/240 days

Primary Purpose:

Administrative responsibility for the business affairs of the Wichita Falls ISD to include but not limited to: Contracted Services: Contracted Custodial, Grounds, Student Transportation, Food Service, and any future services contracted by the district; Operational responsibilities include: Nursing, Fine Arts, Athletics, and Student Assignment.

Qualifications:

Education/Certification:

Undergraduate degree in business-related field

Master's degree in a business-related field preferred.

TASBO Certification desired. (Willingness to work toward TASBO certification)

Special Knowledge/Skills:

Extensive knowledge of school operations management.

Effective communication, public relations, and interpersonal skills

Ability to use personal computer and software to develop spreadsheets, perform data analysis, and do word processing

Ability to interpret policy, procedures, and data

Ability to manage budget and personnel

Ability to coordinate district - wide functions

Demonstrated leadership skills working with other administrators, teachers and the general public

Experience:

Three years of experience in school business management or a related field preferred.

Major Responsibilities and Duties:

District Climate

  • Uses effective communication in dealing with staff, service contract managers, community, media and the Board.
  • Ensures that sound communication techniques are understood and used by operations employees and contracted services.
  • Cooperatively develops long and short-range objectives and goals for the operations of the school district.
  • Supports the district's instructional objectives.

District Improvement

  • Focuses the division operations of the school toward accomplishing the district's mission and attaining stated goals and objectives.
  • Assists with the planning and conducting of needs assessments related to district operations and contracted services.
  • Promotes a positive image that supports the Mission of the school district.
  • Has high expectations and high regard for staff supervised and communicates this perspective to service contract managers, subordinates, and others.
  • Maintains appropriate records for area of operations and contracted services.

Instructional Management

  • Ensures that business operations are supportive of the instructional goals and objectives of the district and the attainment of the campus performance objectives (academic excellence indicators).

Personnel Management

  • Recommends to the Superintendent all personnel positions needed to perform the functions of the divisions under the supervision of the Executive Director of Operations.
  • Evaluates job performance of personnel, conduct conferences, and develops training options and/or improvement plans to ensure the best operation of the department.

Administration of Fiscal and Facilities Management

  • Manages a broad range of district operations, as required (Transportation, Custodial, Grounds, and Food Service).
  • Oversees the administration of the policies governing the use of the school facilities and recommend policy changes, as necessary to comply with all federal, state and local laws and regulations.
  • Develops and implements cost effective practices throughout the district.

Professional Growth and Development

  • Uses information and insights provided through assessment instruments, district appraisal process, evaluative feedback from line supervisors, and professional development programs to improve performance.
  • Provides leadership in addressing challenges facing the profession, pursue professional leadership activities; disseminate ideas and information to other professionals.
  • Observes professional and ethical standards of behavior in accordance with the Texas Education Agency code of ethic.
  • Formulates a professional development plan that supports role expectations.

District Community Relations

  • Investigates and acts on complaints from administrators and personnel as are submitted; provides the superintendent with correspondence concerning policy, complaints, and serious office employee concerns.
  • Articulates the district's mission to the community and solicits its support in realizing the mission.
  • Demonstrates awareness of district/community needs and initiates activities to meet those

  • Performs other duties as assigned by the Superintendent.

Supervisory Responsibilities:

Manage and evaluate performance of all current and future contracted services such as: Transportation, Food Service, Custodial, and Grounds; annually evaluated the Directors of Nursing, Fine Arts, Athletics, and Student Assignment. Other duties as assigned by the Superintendent of Schools.

Keep Superintendent informed of any potential problems, recommended resolution, and notification when resolved.

Presentations to the board of trustees as needed.

Maintain emotional control under stress. Occasional district and statewide travel; occasional prolonged and irregular hours.
