PRIMARY PURPOSE:

The Executive Director of Technology is responsible for the management and oversight of the Infrastructure and Cybersecurity Department, Desktop Services Department, and Instructional Technology Department. The Executive Director collaborates with the Assistant Superintendent of Support Services to identify, create, and implement strategic plans, promote the effective and efficient use of technology across the district, and assist with overall operations of the Technology Division.

MINIMUM QUALIFICATIONS

Education and Certification Requirements

  • Bachelor's in Computer Science, Information Technology, Educational Technology or related field, AND;
  • Five (5) years or more applicable industry experience
  • Five years of experience in the maintenance and support of multi-user computer systems.
  • Minimum of three (3) years of administrative/supervisory/management experience in education or related technology/business field
  • Valid Texas Driver's License
  • Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee

Special Knowledge and Skills

  • Experience and ability to communicate well in oral and written form.

MAJOR RESPONSIBILITIES AND DUTIES:

  • Provide direct support and oversight of the Technology Division and work collaboratively with the Assistant Superintendent of Support Services on all departmental and division projects, strategic planning, budgeting and operations.
  • Facilitate communication and collaboration among assigned department personnel, district personnel, and campus administrators to enhance service delivery, program development, and customer satisfaction.
  • Promote collegiality, teamwork, and participatory decision-making among all District staff members.
  • Ensure compliance with all federal, state, and District regulations.
  • Implement procedures for the effective utilization of assigned personnel.
  • Provide training and support to team members to advance the instructional, technical, and networking programs related to technology within the district.
  • Seek, accept, and respond to feedback from subordinates, peers, and supervisors.
  • Articulate the District''s goals to the community and solicit support in achieving those goals.

Infrastructure

  • Manage the planning, implementation, configuration, reliability, uptime, security, maintenance, backup, and repair of district network, servers, and applications.
  • Manage and ensure the security, upkeep, performance, and reliability of both the wide-area network and local-area networks throughout District.
  • Oversee telecommunications for the district.
  • Coordinate compliance in collaboration with external eRate consultant(s) and internal eRate Grant manager.
  • Act as a liaison to all district personnel and the Assistant Superintendent of Support Services on matters concerning infrastructure and network services.
  • Meet regularly with appropriate stakeholders to coordinate projects, system architecture, systems updates, and system security.
  • Monitor district servers and applications and evaluate their effectiveness.
  • Interact with outside vendors/agencies/peer districts on a variety of subjects to stay informed on issues, technologies, and strategies to improve services.
  • Prepare and present oral/written information to internal and external stakeholders.
  • Assist with the development and implementation of the District's Technology Plan to enhance and support instruction.
  • Oversee, prioritize, and manage work orders.
  • Meet regularly with department personnel and ensure open lines of communication are in place to ensure department is well informed at all times of changes and newsworthy events.
  • Monitor systems and network status and effectively and timely communicate and coordinate troubleshooting and service restoration initiatives.
  • Plan, organize, and implement all activity related to the maintenance and repair of the district computer systems.

Cybersecurity

  • Provides the direction for District's data and cybersecurity protection and oversee Technology governance and policies.
  • Develops District security strategy, security awareness programs, security architecture, and security incident response.
  • Provides strategic risk guidance for IT projects, including evaluation and recommendation of technical controls.
  • Educates IT and District leaders on appropriate security risk and mitigation strategies.
  • Coordinates with the Assistant Superintendent of Support Services for the completion of both internal and external audits to ensure security programs are in compliance with relevant laws, regulations and policies.
  • Develops, maintains, and publishes up-to-date security policies, standards, and guidelines.
  • Oversees training and dissemination of security policies and practices.
  • Evaluates new cybersecurity threats and IT trends and develops effective security controls. Oversees development of security awareness programs.
  • Develops and oversees effective disaster recovery policies and standards to align with company business continuity management program goals.
  • Coordinates development of implementation plans and procedures to ensure business critical services are recovered in the event of disasters or other incidents, and provides direction, support, and in-house consulting in these areas.
  • Evaluates potential security breaches, coordinates response, and recommend corrective actions.
  • Act as a liaison to Judson Police Department and Technology Department in matters concerning student safety and Police investigations into digital documentation.

Data Services

  • Focus the operation of the district financial and student systems toward the accomplishment of the district goals and objectives.
  • Recommends changes in data collection, workflows, and system integration to ensure data quality and improve business processes.
  • Provides leadership and consultant services to district staff in the development of strategic plans for the extension of the finance and student computer system in the district.
  • Transforms raw data into meaningful and engaging reports for teachers, administrators, and the community.

Desktop Services

  • Provide direct support for the Director of Desktop Services.
  • Evaluate the district''s use of computers and recommends alterations and/or expansion as necessary to support students, campuses, administration, and district personnel.
  • Coordinate, design, and facilitate training to District staff as necessary to support departmental goals.
  • Provide leadership and management oversight of district inventory, maintenance/repair of inventory, and warehouse operations.

Instructional Technology

  • Provides leadership and consultant services to district staff in the development of strategic plans for the instructional programs related to Instructional Technology and Campus Technology Systems.
  • Provide training and support to team members to advance the instructional programs related to technology within the district.
  • Coordinate, design, and facilitate training to District staff as necessary to support departmental goals.

Supervisory Responsibilities:

Supervise and evaluate the performance of assigned Infrastructure, Cybersecurity and Instructional Technology personnel, the Director of Desktop Services, and the Director of Data Services.
