General Function

Provides Strategic Leadership to the college through planning, directing, and overseeing the planning, design and construction of capital projects and major renovations college-wide in alignment with the colleges long-range master plan and institutional strategy.

Coordinates efforts of new capital projects, and major renovations in support of achieving the colleges vision and mission. Oversees all construction budgets for capital and renovation construction. Ensures alignment with efforts to enhance institutional priorities with academic leadership, Finance, Enterprise Operations, Safety & Security and ITS units.

Emphasizes college-wide goals for sustainability, universal design and equal opportunity procurement practices. Provides highly responsible and executive level support to the Associate Vice President for Facilities and Construction

Duties and Responsibilities

  1. Lead long-range capital planning efforts in alignment with institutional strategy.

  2. Provide expert guidance on design, construction, and infrastructure investments.

  3. Advise executive leadership on project feasibility, risks, and resource requirements.

  4. Aligns with state, county, and regulatory agencies.

  5. Oversee all phases of capital projects including planning, design, procurement, construction, and closeout.

  6. Ensure projects meet scope, budget, schedule, and quality expectations.

  7. Establish standards for design consistency, construction quality, and project delivery.

  8. Review and approve architectural and engineering design documents.

  9. Partners with the Enterprise PMO to ensure projects follow institutional governance and prioritization frameworks.

  10. Provide technical input during project intake, scoping, and evaluation.

  11. Support standardized project delivery methodologies across the institution.

  12. Serve as the design and construction authority within enterprise project governance.

  13. Serve as the College's representative ("Owner's Rep") with architects, engineers, contractors, and vendors.

  14. Oversees design professionals bid processes, contract negotiations, and vendor performance.

  15. Complies with all applicable procurement, construction, and regulatory requirements.

  16. Support development and oversight of capital budgets.

  17. Monitor project expenditures and financial performance.

  18. Identify and mitigate project risks, including cost overruns, delays, and compliance issues.

  19. Ensure adherence to state and regulatory requirements.

  20. Serve as primary liaison with:

a. State Construction Office

b. Mecklenburg County agencies

c. Regulatory and permitting bodies

  1. Ensure all projects meet applicable codes, standards, and legal requirements.

  2. Partner with Facilities Operations, ITS, Safety & Security, and Conference & Event Services to ensure coordinated project delivery.

  3. Engage campus stakeholders to ensure projects meet operational and user needs.

  4. Communicate project status, risks, and outcomes to leadership.

  5. Lead and develop design and construction staff.

  6. Establish performance expectations and accountability.

  7. Promote a culture of safety, quality, and continuous improvement.

Minimum Requirements and Preferred Qualifications

Bachelor's Degree from an accredited institution in Architecture, Building Construction, Engineering, or related field; professional licensure in Architecture or Engineering; more than 6 years of progressively responsible experience in capital planning, design leadership, and construction program oversight in architecture/construction, budget development, and control.

Preferred Qualifications:

Master's Degree from an accredited institution in Architecture, Building Construction, Engineering, or related field. Experience in higher education facilities planning, capital construction, and procurement practices.

Additional Information

  • Knowledge in the budget development process and procedures, analysis, tracking, and control
  • Knowledge of construction administration processes and practices
  • Familiarity and experience with NC Building Codes, local and state permit procedures, ADA, and life safety requirements
  • Extensive computer ability in areas of word processing, spreadsheets, presentations, graphics, and project management software
  • Strong supervisory and communication skills

Working Conditions:

Requires frequent visits to construction sites, may experience discomfort from frequent bending, twisting, climbing, crawling, kneeling, and stooping; may be exposed to extreme heat and cold temperatures and humidity; requires frequent travel to and between buildings, campuses, and out-of-town for meetings.
