The Executive Director of Public Safety and Chief of College Police is the primary leader in establishing best practices for planning, organizing, leading, directing and controlling security and safety operations of the college and the extension campuses. Ensures that college employees, constituents, and visitors adhere to federal, state, and local rules and regulations, and the college code, and policy and procedures. Actively plan and respond to emergencies and promote community-oriented policing to prevent and control safety challenges.

Minimum Qualifications

EDUCATION

  • Bachelor's degree in criminal justice, business administration, or related discipline required.
  • Supplementary course work in criminal justice or security.
  • Certified as a police officer or eligible for a provisional certification.
  • Master's degree preferred.

EXPERIENCE

  • Five years of experience as an officer with a law enforcement agency (could be federal, state or local agency) required
  • 10 years' experience showing supervisory level in a command level role
  • Must be able to obtain and maintain a Special Police Officer certification for the State of Maryland, and comply with all Maryland Police and Corrections Training Commission requirements.
  • Security experience gained at a college or university campus preferred.

Criteria

ESSENTIAL DUTIES

Administrative

  • Serve as the key leader on all emergency and police issues and collaborates with the external agencies, the college president, senior leadership, administrators, faculty, staff, and union representatives to maintain a safe and inviting college campus and extension campuses.
  • Responsible for developing, planning, overseeing and maintaining the emergency management and public safety budget.
  • Responsible for establishing, preparing, and maintaining the department and staff to obtain and maintain police department accreditation.
  • Responsible for the emergency management and public safety strategic planning for the current and future needs of the department and ensuring it is consistent with the College's Strategic Plan.
  • Actively lead, promote, and deliver collegial and collaborative emergency management and police services.
  • Establish best practice standards and protocols that provide safety and security for college personnel, visitors, and property.
  • Responsible for developing and maintaining a recruitment and selection strategy to hire, train, develop, and manage performance of highly competent emergency management and college police staff including contracted, temporary, or contingent staff.
  • Responsible for establishing, maintaining, updating, and communicating operational and college policy and procedures for all staff that includes operating standards, work schedule, personnel actions, and training and development.
  • Responsible for development, delivery, and maintenance of safety and prevention training program for faculty, staff, and students in collaboration with the ECT, Professional Development as needed.
  • Actively promote and foster a positive work environment for emergency management and college police utilizing and implementing emergency management and college policing best practices recognized by state and local standards.

Emergency Management

  • Develop and maintain the record keeping and training records including required certifications in first aid, CPR and AED for public safety staff including contract guards.
  • Ensuring the college is in compliance of state regulations by coordinating monthly fire and evacuation drills
  • Maintains any documentations as required.
  • Conducts annual critical incident table top drills with senior leadership.
  • Attends meetings and conferences to maintain state of the art campus safety practices
  • Coordinates emergency drills with local jurisdiction agencies.
  • Designs and maintains an effective reporting system for college incidents including documentation and log maintenance to include recordkeeping, follow up contact with applicable individuals, and applicable federal, state, and local agencies.
  • Monitors security violations and inefficiencies by conducting periodic audits
  • Identifies safety and security problems by reporting violations according to PGCC policy
  • Represents the college at related security programs
  • Works closely with the Emergency Manager in developing campus response procedures
  • Core team member of CARE reviews and assists with student behavioral issues
  • Recommends security improvements by assessing current situation, evaluating trends; and anticipating college safety requirements
  • Develops, implements and enforces campus security operational policies and procedures
  • Interact on a day-to-day basis with the college community
  • Conducts crime prevention surveys and programs
  • Oversees the camera operation on campus and develops policies to implement the camera operation

Police and Security

  • Serves as a transitional leader who can prepare the department for accreditation to improve overall performance, which includes updating General Orders and developing a contemporary Department manual of specified guidance/directives that provides for the development of a process for annual distribution, review and compliance assessments
  • Responsible developing and communication of the Annual Security Report that is consistent with the General Order and the ASR regarding the College Police jurisdiction.
  • Oversees the investigation of criminal and policy violations in conjunction with appropriate offices. Responsible for the supervision and administration of the campus security program.
  • Responsible for the establishing and maintaining Jurisdiction Rules and Regulations and to accurately and consistently address the agency's jurisdiction.
  • Expected to come to campus on various security shifts for spot inspections
  • Routinely reports on operations to the Community that includes decision making and how best to meet the community evolving needs
  • Establish, implement and managed a memorandum of understanding or mutual aid agreement with other public safety agencies to ensure high quality relationships that make clear jurisdiction/service area and partnership engagement
  • Serves as the liaison between the college and local law enforcement
  • Responsible for federal, state and local reporting requirements on crime statistics
  • Responsible for all compliance issues relating to the Clery Act, TitleIX, and training and compliance of staff.
  • Plans, coordinates and manages security for all events and special activities on campus
  • Oversees the maintenance of records for parking citations used to enforce PGCC rules of safety
  • Oversees the response to calls for assistance, escort requests, and emergency aid
  • Supervises and manages the public safety department on a daily basis.
  • File an annual financial disclosure statement with the Maryland State Ethics Commission
  • Perform other duties as assigned.

  • Ability to communicate effectively both orally and in writing; leadership, management, interpersonal and technical skills that can demonstrate previous success in building cooperative working relationships; ability to work with a culturally diverse community and student body

  • Knowledge of special police designations on a college campus
  • Knowledge of surveillance procedures utilizing electronic equipment
  • Knowledge of contract management procedures related to outsourced contract security services
  • Ability to use routine equipment such as a desktop computer, ID camera and two-way radio.
  • Experience with Microsoft Office software applications
  • Knowledge of federal, state and local criminal laws
  • Knowledge of higher education regulations as they relate to student information and security
  • Appreciation for the sensitive issues involving today's college age populations
  • Ability to interact in a positive, sensitive, courteous and understanding way with members of a diverse academic community, and the general public
  • Ability to foster a diverse workforce.

  • Demonstrated knowledge in effective planning for safety and security and manages community expectations and response to campus emergencies
  • Demonstrated knowledge in assembling and maintaining an effective Team with high morale, pride in accountable service delivery and low turnover
  • Demonstrated ability in complaint management to include transparency in intake, follow-through to investigations and resolution that may require additional training. (Effective management become even more critical with the recent Police Accountability Act)
  • Proven experience with assisting in Clery Act Compliance, Threat Assessments and all other regulatory compliance matters (current and future applicable from Federal, State, local laws)

Job Requirements

PHYSICAL REQUIREMENTS

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. Some significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions are required.

SPECIAL REQUIREMENTS

  • Must be able to work flexible hours.
  • Expected to be able to supervise various shifts that include 24-hour, 7 day a week coverage 365 days a year
  • Ability to physically perform the required duties of the position which include walking, climbing, running or lifting.
  • Must complete annual in-service training and fire arms qualifications
  • Ability to obtain a Maryland Special Police Commission required
  • Ability to possess a Maryland Handgun permit required
  • Valid Maryland State Motor Vehicle Operator's License
  • Ability to communicate effectively in spoken and written standard English.
  • As required by the 1986 Immigration Act, be prepared to present acceptable documentation showing your identity and that you are a U.S. citizen or an alien who is authorized to work.
