We have an exciting opportunity for a Vice President- Contracts and Subcontracts


The Vice President, Government Contracts and Subcontracts report to a Senior Executive and has primary responsibility for directing the contracts, subcontracts, and procurement functions for groups with a presence in one or more major business areas. The position is accountable for ensuring that contract administration, subcontracts, pricing, and procurement functions are performed in a manner which meets the Company’s and groups’ objectives and is in compliance with contractual agreements, required laws and regulations.


This position provides counsel to executive leadership and management on the implications of contract, subcontracts, acquisition, supply chain, cybersecurity, and export/import compliance issues, as well as legislative and regulatory developments. The role also ensures that current and future human capital needs of the Company’s acquisition, contracts, and subcontracts functions are met.


Duties and Responsibilities


+ Design, implement, administer, and monitor contracts, subcontracts, purchasing, and pricing policies, programs, processes, and systems.

+ Oversee the contracts, subcontracts, and procurement functions across the Company or assigned groups.

+ Lead negotiation of major contracts, subcontracts, supply agreements, and other key commercial arrangements, and ensure successful negotiation outcomes.

+ Review and recommend terms on confidentiality, teaming, and other agreements.

+ Counsel executives and management on the implications of acquisition, contracts, subcontracts, supply chain, cybersecurity, and export/import compliance issues, and on legislative and regulatory developments.

+ Counsel executives and management on contracts and subcontracts ethics and compliance matters; develop, present, and monitor training programs to communicate those matters to staff.

+ Represent the Company to major customers, branches of government, state regulators, and global customers with respect to contracts, subcontracts, and supply chain matters, with specific emphasis on contracts, subcontracts, and supply chain communities and regulatory agencies.

+ Responsible for supporting and ensuring continued government approval of contracts, subcontracts, purchasing, and related business systems and processes.

+ Responsible for pricing all proposals within scope and for review and approval of group proposals.

+ Responsible for export/import compliance within the contracts and subcontracts functions, in coordination with other Company compliance organizations.

+ Ensure that current and future human capital needs of the contracts, subcontracts, and procurement functions are identified and met, including succession planning and staff development.

+ Responsible for responding to internal and external audits of the contracts, subcontracts, and procurement functions and for implementing corrective actions as needed.

+ Ensure all laws, regulations, contractual obligations, and other applicable requirements are observed wherever and whenever business is conducted on behalf of the Company.

+ Ensure work is accomplished in a safe manner in accordance with established operating procedures and practices.

Job Qualifications:


+ Bachelor’s degree in business, a Juris Doctorate, or related field along with 20+ years’ experience in Federal Government and commercial international contracting, subcontracting, and related acquisition activities; Master’s degree preferred.

+ Government contracting experience is required.

+ Extensive managerial, planning, contracts, and subcontracts experience; typically viewed as an expert within the field of contracts and subcontracts.

+ Minimum of 5 years of experience in an executive leadership role overseeing a large, complex organization and leading high-performing contracts and subcontracts teams.
