Role Overview:


This is an executive leadership role. The incumbent must be professional and exhibit strong leadership skills.





The Executive Director of Contracts and Procurement directs and oversees the Procurement Division ensuring that they are compliant with all Department of Administration and State Procurement policies. You will be responsible for managing approximately 500 contracts for the Bureau of Motor Vehicles (BMV) and Bureau of Motor Vehicles Commission (BMVC). YOu will report directly to the Chief Financial Officer.





Salary:


The salary for this position traditionally starts at $93,002 annually but may be commensureate with education and experience.

A Day in the Life:



The essential functions of this role are as follows:





+ Directs and manages Procurement Division for BMV and BMVC.



+ Ensures all purchasing, claims processing, and Requests For Proposals (RFPs) are consistent and comply with Federal, state, and BMV/C requirements.



+ Evaluates and develops recommendations on cost containment and program improvement proposals.



+ Executes and oversees program implementation.



+ Measures and evaluates the results of implemented programs.



+ Oversees design and implementation of management reports to track and evaluate outcomes, ensure accountability, and monitor compliance and policy implications.



+ Creates, administrates, amends, and manages all contracts for the BMV/C according to the State of Indiana guidelines.



+ Performs vendor compliance and comprehensive contract management.



+ Monitors agency contracts to ensure proper and timely performance and compliance with contract terms and conditions.



+ Performs research and analysis required to answer inquiries from internal or external customers.



+ Maintains contractual records, contract databases, and documentation such as receipt and control of all RFP’s, contract correspondence, customer contact information sheets, contractual changes, status reports.



+ Consults with BMV Legal Division throughout contract preparation and negotiation process.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.





What You'll Need for Success:



You must meet the following requirements to be considered for employment:





+ Bachelor’s Degree in Business, Public Affairs, or related field.



+ Extensive knowledge of contract management and execution.



+ Demonstrated management experience.



+ Ability to conduct comprehensive research analysis.



+ Ability to implement new processes and programs.



+ Excellent written and oral communication.



+ Extensive knowledge of the agency operations as it relates to contract management and procurement process.



+ Strong computer knowledge including Microsoft Word, Excel, Access, PowerPoint, and PeopleSoft.







Supervisory Responsibilities/Direct Reports:



This role may provide direct supervision for one or more staff members.
