Performs specialized commercial mass appraisal duties involving the administration and valuation of property tax exemptions and special property classifications. Responsible for reviewing exemption applications, inspecting commercial properties, maintaining exemption records, determining taxable values, monitoring compliance with exemption requirements, and providing technical assistance to property owners. Ensures all work complies with Kansas statutes, Division of Property Valuation (PVD) directives, office policies, and Uniform Standards of Professional Appraisal Practice (USPAP).

Commercial Property Appraisal and Exemption Administration

• Conduct field inspections of commercial properties to verify ownership, use, occupancy, and exemption eligibility.
• Review, process, and recommend action on property tax exemption applications.
• Determine and maintain taxable values for exempt and partially exempt commercial properties.
• Remove or modify exemptions when properties are sold or no longer qualify.
• Perform periodic audits and cleanup of exemption records to ensure data accuracy and compliance.

Property Records, Customer Service, and Program Administration

• Enter exemption and property information within the Orion CAMA and Aumentum tax systems.
• Scan exemption applications, supporting documentation, and related records in electronic document management systems.
• Respond to inquiries regarding exemption requirements, application procedures, and valuation matters.
• Participate in the development, documentation, and continuous improvement of exemption processes and workflow.
• Prepare reports, correspondence, and supporting documentation related to exemption administration.

Compliance, Appeals, and Specialized Exemption Programs

• Conduct final reviews of exemption determinations and supporting documentation to ensure compliance with Kansas statutes, PVD directives, office policies, and USPAP.
• Prepare analyses and documentation supporting valuation and exemption decisions for appeals.
• Assist with the administration of Industrial Revenue Bond, Economic Development Exemption, and other programs.
• Process annual exemption claims and compliance reviews for applicable exemption programs.
• Serve as the backup administrator for IRB/EDX exemptions and other projects as assigned.

Minimum Qualifications: High school diploma or equivalent. Three (3) years of appraisal experience. Up to two (2) years of experience may be substituted with formal education or previous job-related experience that provides applicable knowledge and skills. Has successfully completed the following courses: International Association of Assessing Officers (IAAO) Course 101 Fundamentals of Real Property Appraisal, IAAO Course 102 Income Approach to Valuation, Uniform Standards of Professional Appraisal Practice (USPAP). Successfully complete the following courses with 3 years of hire date: Kansas Property Tax Law. Orion Introduction and Review of Basic Functionality, Review of Kansas Exemptions.

Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver's license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis.

Preferred Qualifications: Five (5) years of experience real property appraisal. Bachelor's degree from an accredited college or university in Urban Planning, Real Estate, Accounting, Economics, Business Administration, or a related field. Have one of the following professional designations: State of Kansas Registered Mass Appraiser (RMA), International Association of Assessing Officers (IAAO) Mass Appraisal Specialist (MAS), or Certified Assessment Evaluator (CAE).
