Regional Property Manager (Court-Appointed Receivership Experience Preferred)

Position Summary

The Regional Property Manager is responsible for overseeing a portfolio of multifamily, distressed real estate assets across multiple markets. This role provides strategic leadership, operational oversight, financial management, and regulatory compliance while maximizing asset performance and value. The ideal candidate possesses extensive experience managing properties under court-appointed receiverships, working directly with lenders, courts, special servicers, and ownership stakeholders to stabilize assets and ensure compliance with legal directives.

Essential Duties and Responsibilities

Property Portfolio Management

• Oversee daily operations for a regional portfolio of residential apartment communities.
• Develop and implement operational strategies to improve occupancy, revenue growth, tenant retention, and overall asset performance.
• Conduct regular site visits and property inspections to ensure compliance with corporate standards and legal requirements.
• Direct and mentor onsite management teams, ensuring accountability and professional development.

Court-Appointed Receivership Management

• Assume operational control of distressed assets pursuant to court appointment orders..
• Prepare receivership reports, financial statements, budgets, and court-required documentation.
• Manage property stabilization efforts, including occupancy improvement, expense reduction, vendor management, and deferred maintenance resolution.
• Oversee compliance with court orders, legal directives, and reporting deadlines.
• Facilitate transitions from receivership to ownership, foreclosure, sale, or disposition.
• Evaluate asset risks and develop corrective action plans to preserve and enhance property value.

Financial Management

• Prepare, review, and manage annual budgets and capital expenditure plans.
• Analyze financial performance, variance reports, rent rolls, and operating statements.
• Monitor accounts receivable, delinquency trends, and collection efforts.
• Ensure accurate financial reporting and compliance with lender and court requirements.
• Identify opportunities for cost savings and operational efficiencies.

Asset Preservation and Risk Management

• Develop and implement asset preservation strategies for distressed properties.
• Manage emergency situations, property rehabilitation projects, and critical maintenance issues.
• Ensure compliance with local, state, and federal regulations including Fair Housing, OSHA, and landlord-tenant laws.
• Evaluate insurance claims, risk exposures, and liability concerns.

Vendor and Contract Administration

• Solicit bids, negotiate contracts, and oversee third-party vendors and service providers.
• Monitor vendor performance to ensure cost-effective and quality service delivery.
• Approve expenditures and manage procurement processes according to budgetary guidelines.

Leadership and Team Development

• Recruit, train, supervise, and evaluate regional and onsite staff.
• Establish performance expectations and accountability measures.
• Foster a culture of operational excellence, customer service, and compliance.

Qualifications

Required

• Bachelor's degree in Business Administration, Real Estate, Finance, or related field, or equivalent experience.
• 7+ years of progressive property management experience.
• 3+ years managing court-appointed receivership assets.
• Experience overseeing multifamily, commercial, mixed-use, and distressed real estate portfolios.
• Strong financial analysis, budgeting, and asset management expertise.
• Proven ability to interpret legal documents, court orders, lender requirements, and regulatory guidelines.
• Proficiency in Yardi, RealPage, AppFolio, MRI, or similar property management software.
• Strong leadership, communication, and problem-solving skills.
• Ability to travel extensively throughout assigned region.

Preferred

• Certified Property Manager (CPM), Accredited Residential Manager (ARM), CCIM, or equivalent professional designation.
• Experience working with banks, special servicers, private equity firms, and receivership attorneys.
• Knowledge of foreclosure processes, bankruptcy proceedings, and asset disposition strategies.
• Experience managing large-scale rehabilitation or repositioning projects.
