Role Overview
We are seeking an Expert Business Analyst to support application development, testing, and production support efforts. This role involves working closely with stakeholders to gather and document requirements, develop testing strategies, and support applications in a help desk environment.
Key Responsibilities
- Analyze system documentation and artifacts to understand business processes
- Elicit and document business/system requirements using interviews, workshops, and analysis
- Create "as-is" and "to-be" process documentation
- Develop deliverables such as:
- Business Requirements Documents (BRDs)
- Use cases
- Process flow diagrams
- Data dictionaries
- Screen mockups
- Create and maintain:
- Test plans
- Test cases
- UAT plans and support guides
- Execute functional, system, and regression testing
- Map requirements to test cases to ensure full test coverage
- Identify, document, and track defects through resolution
- Participate in User Acceptance Testing (UAT)
- Provide application support and resolve incident tickets
- Identify gaps or inconsistencies in system documentation
Required Qualifications
- 84+ months (7+ years) of experience in:
- Business requirements elicitation and documentation
- Process modeling (use cases, workflows, diagrams, etc.)
- Test planning, test case creation, and execution (functional & regression)
- Defect tracking and resolution
- Experience ensuring traceability between requirements and test cases
Preferred / Specialized Experience
- 24+ months working with criminal justice systems, such as:
- Statistical reporting
- Disposition processing
- Fingerprint identification systems
- Criminal history systems
- Sex offender management systems
- Wanted/Missing persons tracking systems
- Other law enforcement applications

This position will develop and/or maintain business requirements, test plans and test cases and perform functional and regression testing on applications. This position will also support applications in a help desk type environment.
Qualifications
- Business Analyst- Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.
- Expert- 84+ Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
- 84 months of experience eliciting business requirements from business customers or system artifacts and maintaining such requirements.
- 84 months of experience developing business requirements and process documentation such as use cases, process flows, screen mock-ups, and data dictionaries.
- 84 months of experience creating test plans and test cases, executing functional and system tests including regression tests. Ensure appropriate test coverage by mapping system requirements to test cases.
- 84 months of experience identifying and documenting application defects, tracking defects to resolution, and performing retesting as required.
- 24 months of experience with systems related to criminal justice processing (including but not limited to): statistical reporting, disposition processing, fingerprint identification processing, criminal history updating, Sex Offender management, tracking of Wanted/Missing persons, or other applications utilized by law enforcement.
Day-to-Day tasks
- Analyze system documentation and system artifacts to develop an understanding of the associated business process.
- Elicit business system requirements using one or more of the following methods: analyze current processes, interview users, conduct group meetings, review/analyze existing documentation or system artifacts.
- Document and analyze 'as is' and 'to be' business processes.
- Develop or maintain high-level and detailed system requirements in the form of clear business requirements documents, context diagrams, process flow diagrams, data dictionaries, and use cases.
- Develop or maintain test plans and detailed test cases.
- Develop or maintain user acceptance testing plans and help desk support guides.
- Develop detailed functional and system tests from documented system requirements. Ensure appropriate test coverage by mapping system requirements to test cases.
- Develop or contribute to the development of regression tests and/or user acceptance tests.
- Execute functional and system tests, including regression tests. Participate in user acceptance testing.
- Identify and document application defects and track to resolution, performing retesting as required.
- Identify and document deficiencies in system documentation (e.g., missing or ambiguous requirements) identified during the testing process.
- Respond and work-through incident tickets submitted by users of business applications.
