Job Summary

The External Affairs Representative II/III is responsible for developing and supporting communications, presentations, and engagement events that build awareness of and support for Dominion Energys energy policies, legislative priorities, and critical infrastructure projects (e.g., generation, electric transmission). Serving as a key contributor to the companys Amplify grassroots advocacy program, this position helps advance Dominion Energys legislative and regulatory strategies in support of its mission to provide reliable, affordable, and increasingly clean energy to customers every day. The successful candidate will collaborate with internal and external stakeholders, coordinate advocacy campaigns and events, deliver presentations, track engagement metrics, and develop strategic recommendations to strengthen program effectiveness and stakeholder engagement. This role plays a key part in building awareness, engagement, and support for Dominion Energys energy policy priorities and critical generation and transmission infrastructure projects, helping advance solutions that power economic growth and energy reliability for customers and communities.

Key Responsibilities

  • Build awareness of and support for energy policies, generation projects, transmission infrastructure, and other company initiatives in legislative and regulatory processes.
  • Organize and coordinate grassroots advocacy program communications, campaigns, and stakeholder engagement efforts.
  • Develop compelling messaging for employees, retirees, shareholders, and policymakers.
  • Execute strategic communications campaigns and calls-to-action that support business objectives.
  • Coordinate review and approval of advocacy and stakeholder communications.
  • Plan and support outreach events and engagement activities with stakeholders.
  • Prepare, deliver or coordinate presentations to internal and external audiences on policies and critical energy infrastructure projects.
  • Analyze engagement data, advocacy efforts, and evaluate program effectiveness.
  • Track program metrics and prepare reports and recommendations for leadership.
  • Develop and maintain relationships with key internal and external stakeholders.
  • Support strategic planning efforts related to advocacy, public affairs, and stakeholder engagement initiatives.

Required Knowledge, Skills, Abilities & Experience

External Affairs Representative II

  • 3-5 years of relevant experience in public affairs, government relations, public policy, communications, stakeholder engagement, grassroots advocacy, economic development, or a related field.

External Affairs Representative III

  • 5-7+ years of relevant experience in public affairs, government relations, public policy, communications, stakeholder engagement, grassroots advocacy, economic development, or a related field.

Note: A Masters degree may be substituted for one year of experience. A partial year of six months or more will be rounded up to one full year.

Preferred Qualifications

  • Experience supporting public affairs, legislative affairs, advocacy, community relations, or stakeholder engagement programs.
  • Knowledge of legislative and regulatory processes.
  • Understanding of energy policy, utility regulation, or infrastructure development is preferred.
  • Experience developing communications and presentations for diverse audiences.

  • Demonstrated ability to work effectively across diverse teams and organizational functions.
  • Ability to build credibility and rapport with internal leaders and stakeholders.
  • Comfortable working in a dynamic, grassroots advocacy environment.

Technical Skills

  • Proficiency in Microsoft Office applications, including PowerPoint, Excel, Word, and Outlook.
  • Ability to leverage communications, presentation, and engagement platforms to support assigned responsibilities.

Working Conditions

  • Occasional travel may be required to support stakeholder events, outreach activities, and advocacy initiatives.
  • Periodic evening work may be required to support meetings, events, and engagement activities.

Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor

Expected Hiring Base Salary Range:

External Affairs Representative II $65500 - $85000

External Affairs Representative III $81900 - $106400

The expected hiring base salary range is the range we anticipate hiring within for this position. The actual salary offered may vary based on factors such as the selected candidate's qualifications, skills, experience, and work location. This is not intended to represent the full salary range for the position or limit future compensation growth.
