Facilities Instrumentation & Controls (I&C) Engineer

Aspen Technical Staffing is seeking an experienced Facilities Instrumentation & Controls (I&C) Engineer for an exciting contract-to-hire opportunity supporting a leading semiconductor manufacturing facility in Boise, Idaho. This is an outstanding opportunity to contribute to the development of one of the world's most advanced manufacturing environments while working alongside multidisciplinary engineering, construction, and operations teams.

As the Facilities I&C Engineer, you will serve as the technical engineering representative for instrumentation and controls during the installation of semiconductor manufacturing equipment. You will provide engineering oversight, review technical designs, and ensure critical systems are installed in compliance with project requirements, industry standards, and applicable codes.

Key Responsibilities

  • Provide engineering oversight during the installation of semiconductor manufacturing equipment.
  • Review instrumentation and controls designs for facility systems including:
    • Factory control systems
    • Fire alarm systems
    • Chemical control systems
    • Toxic Gas Monitoring (TGM) systems
    • Associated Programmable Logic Controllers (PLCs)
  • Develop, review, and evaluate technical specifications for tool installation projects.
  • Review vendor submittals, engineering documents, and design packages for technical accuracy and contract compliance.
  • Coordinate closely with facilities engineering, construction teams, equipment vendors, and project stakeholders to support successful project execution.
  • Ensure designs meet applicable engineering standards, codes, and client requirements.
  • Identify technical issues and provide practical engineering solutions throughout project execution.
  • Support design reviews and provide technical recommendations to improve project quality and efficiency.

Required Qualifications

  • Bachelor's degree in Electrical Engineering or an associated Mechanical or Chemical Engineering discipline from an ABET-accredited university.
  • Minimum of 5 years of experience designing or supporting industrial instrumentation and control systems.
  • Strong knowledge of:
    • International Fire Code (IFC)
    • International Mechanical Code (IMC)
    • UL Standards
    • IEEE Standards
  • Experience specifying and selecting instrumentation, electrical, and control system equipment.
  • Demonstrated experience reviewing vendor submittals and engineering documentation.
  • Excellent communication, organizational, and collaboration skills.
  • Ability to work effectively within multidisciplinary engineering and construction teams.

Preferred Qualifications

  • Engineer in Training (EIT) certification or Professional Engineer (PE) license.
  • Two or more years of experience supporting semiconductor manufacturing facilities or semiconductor tool installation.
  • Field engineering experience working directly with contractors and construction personnel.
  • Experience using Revit, AutoCAD, or other BIM/CAD software.
  • Continuous improvement mindset with a passion for innovation and technical excellence.
