The Position
The City of Encinitas is seeking a skilled and dependable Facilities Maintenance Specialist to help ensure our public buildings and facilities remain safe, functional, and welcoming for the community. This role plays a vital part in preserving the Citys infrastructure by performing hands-on maintenance, coordinating with external contractors, and responding swiftly to repair needs. The ideal candidate brings a strong foundation in building systems, preventative maintenance, and multi-trade repair work-including electrical, carpentry, plumbing, and painting-combined with sound judgment, excellent communication skills, and a commitment to high-quality service. Examples of Important & Essential Duties (included but not limited to)
- Inspects buildings and facilities to ensure external contractors are performing required services and to identify needed maintenance.
- Monitors building and facility systems to ensure proper settings and working order.
- Coordinates the completion of maintenance requests; ensures emergency requests are handled expeditiously.
- Inspects paint outside and inside buildings; performs wall repairs and preparation for painting; paint damaged/repaired surfaces.
- Inspects electrical panels and repairs damaged breakers or connections; replaces light bulbs and fixtures; tests lighting circuits.
- Performs routine repairs and maintenance on plumbing fixtures, such as faucets and valves.
- Supervises services delivered by contractors and approves payment.
- Maintains a variety of tools and equipment, which includes cleaning, lubricating, and organizing.
- Contacts contractors to obtain bids for maintenance and repair services.
- Orders and maintains inventory; processes related invoices.
- Performs door, cabinetry, and furniture repairs.
- Performs other duties of a similar nature or level
Knowledge (position requirements at entry):
- Electrical;
- Carpentry;
- Building maintenance practices, heating and air conditioning systems;
- Painting techniques;
- Operational characteristics of various maintenance equipment and tools including light power-driven equipment, and power and hand tools used in the maintenance and repair of buildings and building facilities;
- Shop math applicable to the trade(s) in use;
- Principles and practices of record keeping;
- General design, construction, installation, repair and maintenance of building, facilities, grounds and open space;
- Plumbing, pipe fitting and mechanical devices used in water systems;
- Occupational hazards and standard safety practices;
- Methods and techniques of safe chemical use, storage and disposal;
- Safe driving principles and practices.
Skills (position requirements at entry):
- Perform strenuous physical labor with agility and endurance;
- Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner;
- Operate a variety of maintenance and repair tools and equipment in a safe and effective manner;

- Identify building maintenance needs and take corrective action;
- Estimate time and material requirements;
- Troubleshoot mechanical problems;
- Repair and maintain a variety of mechanical equipment;
- Read, interpret and apply a wide variety of technical information from manuals, drawing, specifications, layouts, blueprints and schematics;
- Operate modern office equipment including computer equipment and software;
- Apply good judgment and practical knowledge to resolve unusual or irregular problems in the area of facilities maintenance;
- Perform duties in a manner to maximize public safety in the area of building maintenance and construction;
- Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situation and needs;
- Understand pertinent procedures and functions quickly and apply them without immediate supervision;
- Prepare and maintain complete and accurate records;
- Work independently in the absence of supervision;

Minimum Qualifications
High School Diploma, or General Equivalency Diploma (G.E.D.), plus five years experience in a wide variety of construction trades with journey level experience in at least one trade, or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
