The Position
OPEN & PROMOTIONAL EXAMINATION - ONE YEAR PROBATIONARY PERIOD
Under general supervision of the administrator, this management position exercises administrative responsibility for the maintenance and custodial care of public buildings, communication systems, and related facilities.
Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
Develops, plans, organizes, directs, supervises and evaluates the activities of the Facilities Maintenance operation.
Assists in preparing section budget. Makes budget requests to support maintenance program, and administers budget by keeping records of costs of labor, equipment, and material.
Directs the work of skilled and semi-skilled building maintenance, communication and custodial personnel and supervisors. Designs, develops, implements and maintains a safety program for employees. Reviews and evaluates employees job performance and recommends appropriate personnel action.
Establishes and maintains a schedule of routine maintenance and preventive maintenance for mechanical trades including plumbing, electrical and heating, ventilation and air-conditioning for public buildings, communications systems, and internal facilities
Periodically inspects all facilities under his/her care for defects and initiates work orders for repair of same. Recommends replacement or major repair of equipment and establishes assignment priorities and completion dates for various alterations, maintenance, or repair projects based on workload and staffing resources.
Manage the indoor climate control, lighting and building security systems; makes adjustments to predetermined system schedules and programs annual holiday schedules.
Confers with appropriate management personnel regarding special projects, project requirements and provides progress reports.
Makes cost estimates and obtains cost estimates on repair work; makes recommendations and effects repairs.
Plans and recommends improved methods and procedures for effectively maintaining City facilities and communications equipment in an efficient manner.
Makes recommendations as to priorities of routine and emergency work based upon knowledge of each divisions requirements.
Supervises the proper handling of all requests for services regarding facilities and communications maintenance.
Prepares bid specifications, requests for proposals, requests for bid, requests for information, contracts and other supporting documentation. Administers contracts for various services and maintenance projects.
Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.
Identifies opportunities to improve the quality, efficiency, and effectiveness of division services. Works collaboratively with other City departments and division personnel to forge interdepartmental partnerships.
Responds to City facility emergencies during off-duty hours and on weekends.
Performs other related duties as assigned or as the situation requires.
Minimum Requirements
An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Experience
Five years responsible experience supervising the maintenance and repair of buildings or supervising in the building construction trades.
Education/Training
High School Diploma or equivalent.
License(s)/Certification(s)
Valid California Class C drivers license.

Applicable safety rules, practices and procedures.
Building practices and terminology.
Communication, plumbing, electrical, heating, ventilating and air conditioning systems.

Promotional Eligibility Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

Candidates must pass the exam with a minimum score of 70.00% in order to be placed on the eligible list.
