NATURE OF WORK:

Semi-skilled work in the construction, maintenance, alteration, and repair of a variety of City-owned buildings and facilities. Employees are responsible for applying carpentry, painting, electrical, plumbing, HVAC, and masonry skills to the construction alteration and trouble-shooting of facility related projects. This versatile maintenance position requires a strong background in basic carpentry, flooring installation, painting, masonry and concrete repair, plumbing, HVAC and applicable computer skills. May assist with snow removal operations. Employees may be assigned tasks of similar or higher level classification within and outside their particular trade to gain experience and training in preparation for advancement. Safety equipment such as hardhat, safety glasses, reflective vest, gloves, steel-toed shoes, espirator, earplugs, face visor, safety harness, lumbar support, and insulated tools are used.

ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):

  • GENERAL MAINTENANCE: Performs basic finish and rough carpentry tasks including framing of walls, doorways, and windows and installation of trim and millwork; assists with building rooms additions and new offices according to building codes; installs and tapes drywall; patches and paints both interior and exterior applications; installs paneling, flooring and carpeting; builds and installs shelves, counter tops, cabinets, bookcases, steps, railing, tables, and storage areas. Repairs or replaces concrete or tile sidewalks and patios; mixes, pours, and assists in finishing concrete surfaces; repairs mortar on brick fences and buildings; operates pressure washers to clean the outside of buildings.

  • Performs basic plumbing tasks according to plumbing or building codes; installs and repairs plumbing fixtures such as toilets, sinks, and water coolers; repairs or replaces pipes operates sewer rodders to clean sewer lines; unclogs toilets; cleans and maintains drinking fountains; prepares water lines for winter. Performs basic preventive maintenance on electric motors; lubricates and makes adjustments as required; makes minor electric repairs to light fixtures, switches, and sockets.Performs basic preventative maintenance tasks on HVAC equipment such as air conditioning units, cooling towers, heating units (low-pressure steam, forced air, and heat pumps), air compressors, blowers and exhaust fans; changes filters and lubricates parts.

  • Assists Facilities Maintenance Workers III on major installation or repair projects.

  • Estimates cost of materials and labor for construction, modification, or repairs to buildings and facilities; records corrections to blueprints or plans as changes occur in structures, wiring, and plumbing.

  • Cleans and maintains the interior and exterior of buildings. Performs custodial tasks as required. Removes snow from walkways and other areas using hand shovel or snow blower.

  • Moves furniture in and out of rooms; sets up tables, chairs and other equipment and supplies for meetings; installs, assembles and disassembles holiday decorations; checks conditions of fire extinguishers; conducts an annual inventory of furniture and office equipment; tests the operation of smoke and heat detectors.

  • Drives pickup truck or other City vehicle to job site; loads and unloads materials, hand tools and power equipment from vehicle.

  • May operate forklift, bucket truck, snow equipment and other public works equipment as assigned.

  • Confers with architects, engineers and occupants to determine design requirements.

  • Performs other duties as assigned.

MINIMUM REQUIREMENTS OF WORK:

  • Must possess a high school diploma or GED and a minimum of two years of experience in the carpentry, masonry, plumbing, electrical, HVAC or janitorial trade areas, preferably involving construction activities; or, any combination of training and experience that provides the following knowledge, abilities, and skills:

  • Must possess a valid State of Illinois Driver's License and a safe driving record.

  • Must be able to obtain a Class B Illinois Commercial Driver's License with air brakes within 6 months.

  • Thorough knowledge of hand and power tools and tools used in the building trades.

  • Knowledge and possession of the skills necessary to competently perform construction and maintenance work in a variety of scenarios and locations.

  • Knowledge of the occupational hazards and safety precautions used in building repair and maintenance.

  • Knowledge of building and related codes as they relate to the construction, alteration, modification, repair, and maintenance of buildings and related equipment.

  • Ability to work independently without technical supervision.

  • Ability to work with others as part of a team project.

  • Ability to communicate effectively both orally and in writing.

  • Ability to establish and maintain effective working relationships with supervisor, co-workers, other city employees, contractors, and the public.

  • Skill in reading and understanding blueprints, schematics, specifications, operations and maintenance manuals, drawings, and wiring diagrams.

  • Skill in identifying equipment malfunctions, operating test equipment, and determining the proper course of action.

PHYSICAL REQUIREMENTS OF WORK:

  • Ability to lift and carry heavy objects, climb, stand or sit for long periods of time; bend, crawl, work in confined spaces, focus on small or distant objects, identify or distinguish colors, recognize depth of objects, talk, and hear.

  • Ability to work safely around operating equipment, fumes, loud noises, dust and dirt, and chemicals normally encountered by the position.

  • Ability to work outdoors, occasionally, in a variety of weather conditions such as extreme cold, high winds, rain, snow, sleet, high temperature and humidity.

SUPERVISION:

Work is performed with technical independence under the direction of a supervisor, and involves skill in reading plans, specifications and diagrams, interpreting building codes, and trouble- shooting problems through to resolution. Work may also involve providing skills enhancement training to employees assisting with the work. Assignments are general in nature and can be in the form of verbal or written instructions. As to the desired results, the employee decides the proper methods required to complete the work and is responsible for completing the work in accordance with the City and Departmental work rules and safety regulations applicable codes and ordinances. Work is checked at the completion of a project through observation, meetings and feedback from the supervisor and from other department employees. Guidance is provided through rules and regulations, policies and procedures, Unified Work Rules, Union Contract, Personnel Rules and OSHA. Work is evaluated at least annually for the safe and skilled operation of equipment, quality of tasks, adherence to work rules, and performance in accordance with the classification standard. Additionally, work is evaluated for the quality of workmanship, timely completion of projects, and cost-effective resolution the problems encountered.

PUBLIC CONTACT:

The employee has regular contact with other City employees to clarify maintenance needs and verify completion of work requests. Employee has regular contact with the general public in public facilities. The employee may also have contact with part supplier's vendors to order materials and outside contractors.
