The Facilities Manager is responsible for planning, directing, and coordinating the maintenance, repair, and operation of all Authority facilities, buildings, grounds, shelters, and related infrastructure. This position oversees maintenance personnel and contractors, manages preventive maintenance programs, ensures compliance with safety and environmental regulations, administers departmental budgets and purchasing activities, and maintains facility systems to provide safe, reliable, and efficient operations. Position is non-exempt.

DUTIES:

  1. Ensure all maintenance equipment operates safely and efficiently.
  2. Prepare and process requisitions for materials, supplies, and contracted services required to complete maintenance work.
  3. Supervise and coordinate work performed by outside contractors. Examples: electricians, plumbers, HVAC technicians, janitorial services, and snow removal contractors.
  4. Receive and verify purchase orders upon delivery of materials or completion of contracted services.
  5. Ensure all shelters, facilities, and signage are clean, well-maintained, and in proper working conditions.
  6. Meet daily with the Foreman to review work orders, establish priorities, and schedule daily assignments.
  7. Coordinate with Purchasing and Accounting to monitor and resolve open purchase orders.
  8. Monitor and control employee overtime to ensure operational efficiency and budget compliance.
  9. Administer the computerized work order system, ensuring preventive maintenance inspections are completed on schedule and accurately documented.
  10. Ensure adequate staffing levels to meet operational needs and request additional personnel when necessary.
  11. Complete accident and injury reports in accordance with company policies and procedures.
  12. Communicate maintenance needs, service issues, and project updates with other departments and Authority locations.
  13. Supervise maintenance personnel to ensure compliance with all safety policies and procedures.
  14. Maintain working knowledge of facility life safety systems, including fire alarm systems, carbon monoxide detection, combustible gas detection, exhaust systems, and fire suppression systems.
  15. Operate and utilize the Siemens Building Automation System (BAS) to monitor and control HVAC systems.
  16. Assist in developing specifications for new shop equipment and maintenance department purchases.
  17. Maintain and review preventive maintenance records for all Authority buildings and facilities.
  18. Coordinate employee training programs as directed.
  19. Assist in developing specifications for maintenance-related service contracts.
  20. Serve as Contract Manager for maintenance equipment installations, upgrades, and replacement projects.
  21. Coordinate maintenance and repair activities for all Authority facilities.
  22. Maintain required permits for petroleum and chemical bulk storage tanks and prepare and submit annual hazardous waste reports to the appropriate regulatory agencies.
  23. Calculate and report monthly maintenance productivity metrics.
  24. Administer the Authority's Verizon cellular phone program.
  25. All other duties as assigned
REQUIREMENTS:
Education/Experience: High School Diploma or GED Equivalent required with 5-7 years of experience; Associate degree preferred.
  1. Knowledge of vehicle and building maintenance and repair procedures.
  2. Knowledge of basic mechanical processes.
  3. Knowledge of welding and fabrication.
  4. General knowledge of heating, air conditioning, plumbing, and electrical maintenance and practices.
  5. Skill in decision-making.
  6. Skill in organizing and prioritizing work.
  7. Skill in operating a computer.
  8. Skill in professional interpersonal relations and in oral and written communication.
  9. Knowledge of supervisory techniques.
  10. Skill in maintaining excellent employee relations.
