One Federal Solution (OFS) seeks an experienced Facilities Manager to support our Department of State, Office of Emergency Management (OEM) customer. The selected candidate will be responsible for managing facility operations, maintenance coordination, logistics, and physical security support for classified facilities while ensuring mission readiness and continuity of operations. This position requires experience coordinating facility maintenance, overseeing logistics activities, supporting physical security initiatives, and maintaining a safe, secure, and operational work environment.

Facilities Manager Key Responsibilities

  • Plan, coordinate, and oversee host-provided facility engineering, maintenance, and installation activities for HVAC, electrical power, UPS/battery backup systems, plumbing, and security systems within classified facilities.
  • Escort contractors and maintenance personnel performing work within secure Government facilities.
  • Conduct daily facility walkthrough inspections and advise Government leadership on maintenance requirements, repairs, and scheduled inspections.
  • Review, prioritize, create, and manage facility service requests and work orders from initiation through completion.
  • Maintain maintenance supply inventories, personal protective equipment (PPE), and coordinate disposal of excess equipment and records in accordance with Department policies.
  • Coordinate, facilitate, and monitor installation of physical security countermeasures within OEM facilities.
  • Support physical access control and implementation of Department security guidance for classified facilities.
  • Coordinate and support conferences, meetings, forums, and working groups involving more than 60 interagency departments and agencies.
  • Oversee custodial services to ensure facilities remain safe, secure, and operational.
  • Perform logistics and warehouse operations, including shipping, receiving, inventory management, supply replenishment, warehouse organization, space management, and forklift operations.
  • Provide facility and logistics support during emergency operations, National Special Security Events (NSSE), and other contingency situations requiring 24/7 support.
  • Support deployment and execution of National Continuity Programs at alternate work locations, including authorized operation of Government vehicles.

Facilities Manager Qualifications & Requirements

  • Active Top Secret security clearance with the ability to obtain Sensitive Compartmented Information (SCI) access.
  • Working knowledge of facility management, continuity operations, logistics support, and administrative operations.
  • Experience coordinating building maintenance activities, work orders, contractor support, and facility operations.
  • Working knowledge of HVAC, electrical, plumbing, UPS/battery backup systems, and building infrastructure.
  • Knowledge of physical security principles, practices, and security countermeasures for Federal facilities.
  • Familiarity with Department of State and FEMA directives related to facility security and emergency management.
  • Experience supporting logistics, warehouse operations, inventory control, shipping, receiving, and supply management.
  • Strong written, verbal, and interpersonal communication skills.
  • Proficiency with Microsoft Office Suite, including Microsoft Word, Excel, Outlook, and database management systems.
  • Ability to organize multiple priorities while maintaining strong attention to detail.
  • Must possess and maintain a valid U.S. driver's license.
  • Must be able to safely lift, carry, and move objects weighing up to 50 pounds without assistance.
  • Ability to travel occasionally and provide 24/7 contingency support during emergency operations when required.

Preferred Qualifications

  • Experience supporting the U.S. Department of State or another Federal agency in a secure facility environment.
  • Experience supporting National Continuity Programs or emergency management operations.
  • Experience with physical access control systems and classified facility operations.
  • Forklift operation experience in warehouse or logistics environments.
