NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

Qualifications:

Minimum of 3 year(s) of experience in performing duties as a Facility Operations Specialist. OR HS/GED Degree in Industrial Arts, Building/Property Management or Business Administration

  • Knowledge of a variety of facilities operation/maintenance activities including grounds maintenance, plumbing, painting, carpentry, and general maintenance activities.
  • Experience required with Windows, MS Word, MS Excel
Duties:

Supports day to day facility operations and maintenance for the St. Paul, MN location. Work will involve tasks throughout the facility and will focus on building maintenance and repair projects, upkeep of controlled environmental facilities, facility security, maintenance of equipment, and repairs required by modern laboratories and offices. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry.   • Perform assigned duties required for the maintenance and repair of building and/or mechanical systems of the laboratory/office buildings; performs basic carpentry repair which may include repair to decking, railing, shelving, dry wall, mudding, taping, and minor framing as directed. Perform basic plumbing repair which may include the repair of faucets, toilets, urinal, valves, piping, etc., and related systems; Perform basic painting such as sanding, scraping, prepping, and coating with all types of paints, stains and sealers. Perform basic building maintenance which may include lubrication of doors, equipment, cabinets and drawers, hanging bulletin board, pictures, cable, moving furniture, equipment, cleaning/organizing of mechanical rooms.   50%
  • Monitors building performance (i.e., temperature, energy usage, air flow, electrical loads), and programs changes in the building control system to achieve optimal building performance. Systems include, but are not limited to, the following: ventilation, power roof vents, exhaust fans, fume hood fans, heaters, air compressors, cooling tower, boilers, air conditioning condensers, reduce pressure zone valves, flaker/ice machines, plant growth chambers, ultra-low freezers, cold room/seed storage, emergency generator, autoclaves, and monitoring systems.   30%
  • Provides technical assistance concerning maintenance management techniques, equipment replacement, contract maintenance services, and the cost-effectiveness of various maintenance practices and work methods. Assists management with regular maintenance programs and repair projects.   10%
  • Replaces and inspects air filters; inspects and cleans the fins on ventilation and heater equipment; lubricates and maintains vents, hoods, and fans. Repairs assigned building equipment as required.   10%

  • Training will be provided as necessary by the agency.
  • Health and Safety Considerations: There will be some exposure to weather to evaluate facilities and potential exposure to moderate risks and discomforts associated with mechanical, laboratory, or greenhouse areas, such as exposure to strong odors or fumes from fuels or chemicals used in work processes or working near operating machinery, moving vehicles, or electrical hazards. The work situation requires the enrollee to continually stay alert and to take special safety precautions, including wearing special protective items of clothing and equipment as required.
  • Required Safety Gear: applicable PPE to be identified by agency.
  • Safety Gear Use: To perform duties as needed.
  • Physical requirements: The work is performed in an office as well as by walking throughout the buildings and grounds of the facility to conduct inspections and perform maintenance procedures. The work requires some physical exertion such as long periods of standing; recurring bending, crouching, stooping, stretching, or reaching; or lifting moderately heavy equipment or other items weighing less than 50 pounds.
