We're seeking a dynamic Principal Architect to lead the Facilities Design & Construction team and guide essential capital projects from big-idea vision through design, construction, and close-out. The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

The ideal candidate for this position will bring strong leadership, strategic oversight, and technical expertise to guide complex facilities planning, architectural design, and capital project delivery for the City of Eugene. They will be skilled at leading diverse teams, managing competing priorities, and fostering a positive, inclusive, and collaborative work environment. Some key characteristics that will ensure success in this role include:

Leadership and Staff Management

  • Manages the activities of the section; plans, prioritizes, assigns, and reviews the work of staff involved in facility project management and property management/leasing.

  • Hires, transfers, suspends, lays off, recalls, promotes, discharges, assigns, rewards or disciplines other employees, adjusts their grievances, or effectively recommends such action.

  • Provides leadership and facilitates staff development on such issues as diversity and creating a respectful working environment.

  • Serves on task teams as a team leader or a source of expertise.

  • Serves as acting Facilities Director as required.

  • Promotes a positive, welcoming and inclusive work environment.

  • Actively supports and respects diversity in the workplace.

Facility Planning, Design, and Project Management

  • Leads and oversees the design of facility improvements and architectural design projects, including concept development, all phases of the design process, contract administration and project close-out.

  • Manages planning and design issues between design professionals and appropriate City staff; coordinates technical review process with appropriate City staff.

  • Collaborate with clients to understand their needs, develop design concepts, and present proposals.

  • Review and approve architectural plans, drawings, and specifications to ensure design integrity and compliance with regulations.

  • Prepares new formats for projects, construction-related forms and standard communication tools.

  • Operates fleet vehicle to commute between City facilities and job sites and/or other locations related to job duties.

Contracting, Procurement, and Vendor Management

  • Decides on contracting and procurement methods and principles to be used for hiring consultants, design teams and contractors.

  • Negotiates contracts with architects, design professionals and general contractors.

  • Supervises the administration of contract forms and processes; signs contract payments; coordinates staff project scheduling and planning.

  • Prepares and presents work plan and project budgets; authorizes and administers all project progress payments.

Capital Planning, Budgeting, and Financial Management

  • Manages the development of the Public Buildings and Facilities Capital Improvement Plan and Capital Budget.

  • Manages the implementation of the Public Buildings and Facilities Improvement Program, the Facility Condition report, compliance with the Americans with Disabilities Act, and City greenhouse gas reduction initiatives and related strategies for city buildings and capital infrastructure.

  • Establishes and monitors the budget for the section. Determines staff and resource needs for the section and recommends to Division Manager changes in staffing, budget resource requirements and sources of funding.

  • Prepares cost estimates for budget items; submits justifications for expenditures; monitors and controls expenditures.

Operations, Coordination, and Public Service

  • Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares reports on operations and activities.

  • Answers questions and provides information related to City facilities to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.

  • Coordinates activities with other divisions and departments.

  • Performs related and other duties as assigned.

Minimum Qualifications

Experience

Five years of increasingly responsible facilities project experience including two years of project management responsibilities. At least two years of related supervisory or lead responsibilities.

Education

Bachelors degree in architecture; a Masters Degree is desirable.

Background

Must pass a CJIS level 2 background check.

License

Valid Oregon driver's license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Certifications

Possession of a certificate of registration as a Architect in the state of Oregon.

Certified Facility Manager (CFM) designation by the International Facility Management Association (IFMA) (or related facility management certification) preferred.

Supplemental Information

Non-Represented Retirement Program

Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees' Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296. The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
